RECOMIVIENDATION:
That the Tustin City Council, at its regular meeting of May 2, 1994, adopt thc attached resolution
approving plans and specifications and authorizing advertisement of bids' for the subject project, and
further, authorize the use of certificate of participation proceexls for completion of the unreimbursed
portion of the project.

BACKGROUND:
On February 18, 1992, thc City Council authorized an agreement with Orange County Water District
(OCWD) for construction and financing of Vandenberg Well. The agreement provides that OCWD will
contribute up to $750,000 for construction of the well, and that the city will repay OCWD over a
20-year period, at an interest rate of 3.5 %.
The agreement also provides that OCWD will construct the subsurface portion of thc well. Thc
subsurface well construction has been completed to a depth of 980 feet, and test pumping has indicated
that the well will produce 2,200 gallons of water per minute. The design consultant has utilized this
data to complete design of the Wellhead Facilities.
The Certificate of Participation (COP) financing documents allow the City Council to authorize the use
of COP funds for projects which are of benefit to the water system.

DISCUSSION:
Vandenberg Well will be an important new source of supply for the city's water system. Water quality
analyses obtained during the test pumping operation indicate that the water produced will be of excellent
quality, and the added supply will allow the city to produce nearly 75 % of its needs from groundwater.
This is a supply over which the city has greater control, and is not as severely impacted by periods of
drought and shortage as are imported supplies. Additionally, at current rates, this well will reduce the
city's annual water supply costs by $420,000.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECII:qCATIONS FOR
VANDENBERG WELL~~ FACILITIES (CITY PROJECT NO. 600065),
AND AUTHOR/ZING ADVERTISEMENT FOR BIDS
WitFA~EAS, it is the intention of the City Council of the City of Tustin, California
to contract for construction of Vandenberg Wellhead Facilities, and ·
WI~REAS, the City Engineer has presented plans and specifications of the
construction of said work;
NOW, TItEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer be and are hereby approved as the plans and specifications
for:
Construction of Vandenberg Wellhead Facilities, City Project No. 600065
BE IT FUR~ RESOLVED that the City Clerk is hereby authorized and directed
to advertise as required by law for the receipt of sealed bids or proposals for the doing of the
work specified in the aforesaid plans and specifications;
BE IT FURTItER RESOLVED that a Negative Declaration has been filed for this
project in accordance with requirements of the California Environmental Quality Act;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin, held on the 2nd day of May, 1994.
