AT PACIFIC STREET
RECOMMENDATION:
It is recommended that the City Council, at their meeting of May 2,
1994, adopt Resolution No. 94-51 authorizing the installation of
all-way stop sign controls at the intersection of Sixth Street and
Pacific Street, per Figure i of the attached Traffic Study.
FISCAL IMPACT:
It is estimated that the cost to install stop signs and the
appropriate pavement markings at the subject intersection is
approximately $600.00. Funds are currently available in the Public
Works/Engineering Division and Field Services Division budgets to
accommodate this work.
BACKGROUND:
The City of Tustin received letters, dated November 29, 1993 and
December 7, 1993, from Mr. Chris Argubright, Program Director of
the Boys and Girls Club of Tustin, expressing concern with existing
traffic on streets adjacent to the Boys and Girls Club. The letter
also requests the City to install two stop signs on the Sixth
Street approaches at the tee-intersection of Pacific Street.
Copies of the letters and the City response are part of the
attached Traffic Study.
DISCUSSION:
The installation of stop signs are typically justified by
satisfying established warrants along with other site specific
conditions that warrant the placement of stop signs at a certain
location. The stop sign warrants currently used by the City of
Tustin are established by the California Department of
Transportation (Caltrans) and are located in the Caltrans Traffic
Manual.
A Traffic Study (attached) has been prepared to address the
appropriateness of installing all-way stop signs at the subject
intersection. The Study not only addresses the satisfaction of
stop sign warrants, but also addresses intersection and roadway
geometry, potential sight distance restrictions, accident history,
parking usage in the area, and future vehicular and pedestrian
traffic needs in the future.
Based upon the Study, it has been determined that all-way stop
signs should be installed at the intersection of Sixth Street and
Pacific Street. Installation of these stop signs will provide for
positive vehicular/pedestrian right-of-way assignment at the
specified locations.

A'RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIAt DESIGNATING THE LOCATION OF CERTAIN ALL-WAY
STOP CONTROL INTERSECTIONS
WHEREAS, Section 5323 of the Tustin City Code provides for
the designation of stop intersections by resolution of the City
Council upon the making of certain findings; and
WHEREAS, the City Council.hereby finds and determines that
the placement of stop signs at the intersectiOn listed below is
necessary to facilitate the flow of traffic and provide for the
assignment of vehicular right-of-way; and
WHEREAS, said findings are made subsequent to receipt of a
traffic engineering report summarizing, traffic survey data
realistic to said intersection;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Tustin that the intersection set forth below is hereby
designated as a stop intersection and the City Engineer is hereby
directed to place and maintain stop signs at one or more entrances
to said intersection as herein specified, and that the resolution
shall take effect upon placement of said signs.

SUB]ECT:
The city has received letters from ~. Chris Argubright, Program
Director of the Boys and Girls Club of Tustin, dated November 29 and
December 7, 1993, requesting that the City install two stop signs on the
Sixth Street approaches at the tee-intersection of Pacific Street.
copies of both letters and City response are attached to this study.
Pacific Street currently has stop sign control. The intersection
location is shown on Figure 1.
The stated purpose for the additional stop signs is that traffic from
Pacific Street will be able to merge safely onto Sixth Street and slow
down traffic on Sixth Street in front of the Club.
The letter of request also states that there is no posted speed limit.
It is stated that there have been two accidents in front of club in the
last eighteen months.
This study addresses the issues of the letter of request and discusses
the all-way stop sign warrant analysis.
RECOMM NDED ACTION:
The installation of all-way stop sign control at the intersection of
Sixth Street and Pacific Street should be installed at this time.
In addition, the following improvements should be made:
1. Paint 20 feet of red curb on the south side of Sixth Street
west of the crosswalk and 10 feet east of the crosswalk at the
subject intersection.
2. Install four R2(25) (25 MPH Speed Limit) signs - On the south
side of Sixth Street, install one at the club's west property
line and one about 100 feet east of Pacific Street for
eastbound traffic and on the north side of Sixth 'Street,
install one about 100 feet west of B Street and one about 100
feet west of Pacific Street for westbound traffic. An in
depth study should be conducted in order to justify the use of
radar in the enforcement of this speed.
STATEME OF THE ISSUES OR PROBLEMS:
All-way stops impose substantial inconveniences on traffic by requiring
all vehicular traffic to stop at an intersection. All vehicles would be
delayed entering an all-way stopped intersection, whereas presently only
about one-third of the entering vehicles at the subject intersection are
delayed. All-way stop control can provide for safe and orderly traffic
and pedestrian movement.

The installation of stop signs are typically justified by satisfying

The City currently does not mark crosswalks at uncontrolled locations.
This request gives the City an opportunity to study the uncontrolled
crosswalk situation at this location.
It is a common belief of the general public that stop signs can furnish
relief from speeding problems. However, many studies conducted
nationwide show that speeds within a block of the stop sign are either
the same as they were or higher.
Another concern is whether drivers will comply with the stop control.
It has been shown that there is good compliance by drivers at a high
volume, warranted intersection with four intersection legs. Ina recent
national study, it was indicated that at low volume tee-intersections
with unwarranted all-way stop signs, only eleven percent of the drivers
complied with the stop sign.
INTRODUCTION AND BACKGROUND.:
The east side of the frontage of the Boys and Girls Club begins on the
south side of Sixth Street at the prolongation of the centerline of
Pacific Street and extends 170 feet west. The subject intersection has
stop sign control for the Pacific Street approach. There is a white
pedestrian crosswalk painted on the west intersection leg of Sixth
Street. Each crosswalk approach is signed with a W54 (Pedestrian Xing
Symbol sign) and W$0 (XING sign) located adjacent to the crossing.
In general, Sixth Street is 40 feet wide, curb to curb, and has a
parking lane at each curb and two travel lanes - one is each direction.
Sixth Street is centerline striped with a broken yellow line as "is
Pacific Street. The driveways on the north side of Sixth Street have
been red tipped as have some of the others located on the south side.
There is no red curb in the vicinity of the painted white crosswalk or
along the club's frontage.
On the north side of Sixth Street between B Street and Pacific Street,
the land use is single family residential. On the south side are
business and industrial park land uses. The length between B Street and
Pacific Street is about 900 feet.
From Pacific Street west to the cul-de-sac end, the first 200 feet on
the north side is single family residential, the remaining land use is
multiple family dwelling units. The Boys and Girls Club is located on
the south side extending 170 feet west. Further west is a vacant
building that used to house a day care nursery. The length between
Pacific Street and the end is about 500 feet.
DISCUSSION AND ANAI,YSIS
The letter of request indicates that there have been two accidents in
front of the club within the last eighteen months caused by speeding.
The City's accident record log for the last three years (1993, 1992,
1991) and the first month of this year has been researched and the
accident descriptions are noted in the following table:

At 345 feet east of Pacific Street, an EB vehicle hit
another EB vehicle that was making a right turn into
a driveway.
At 64 feet west of Pacific Street, an EB bicycle hit
another EB vehicle that had made an abrupt stop in
front of the Boys and Girls Club.
At 240 feet west of Pacific Street, an EB vehicle
pulled out from the curb and hit NB pedestrian who
had walked into his path.

The letter of request states that there was an accident where someone
had their toes run over by a vehicle. There is no record of that
accident in our files.
Several field reviews have been made of the study area. On Monday,
January 24, 1994 a sample of speed data was taken from 3:30 to 4:00 p.m.
Many children were observed standing, talking, and walking in front of
the club. Several sat on the curb. During this time no vehicle
exceeded 35 miles-per-hour (MPH). Children were observed crossing Sixth
Street in and near the marked crosswalk.
The speeds of the straight through traffic movements were recorded; the
traffic turning movements for Pacific Street were excluded because their
speeds were 13 MPH or less. The highest speeds recorded are noted as
follows:, one vehicle was clocked at 35 MPH, one at 33 MPH, one at 32
MPH, two at 31 MPH, and two at 30 MPH. Twenty-six vehicles traveled at
25 MPH or less. The number of vehicles recorded was 42. No potential
conflicts between pedestrians and vehicles, or vehicle and vehicle were
observed.
All-way stop sign control warrants include an overall general warrant
that states if the traffic volumes on the intersection streets are
approximately equal, then any of the other three warrants that follow
may be used to warrant the installation of an all-way stop sign control.
Part I of the all-way stop warrant evaluates the urgent need for traffic
- signal installation.
Part 2 of the all-way stop warrant evaluates traffic accident
experience.
Part 3 of the all-way stop warrant evaluates the intersection traffic
volumes. Total entering volume from the intersection approaches and the
volume from the minor leg are analyzed separately.
The all-way stop warrant for the subject intersection is summarized in

COMMENT
The existing painted crosswalk across the west intersection leg of Sixth
Street and Pacific Street is at an uncontrolled location since traffic
is not required to stop at the intersection for Sixth Street. Within
the City of Tustin, crosswalks are not currently being installed at
uncontrolled intersections. The primary purpose of marking crosswalks
with paint is to guide pedestrians into the proper path to cress the
roadway. In the vicinity of the Boys and Girls Club there are many
children. The crosswalk was previously painted to provide guidance for
the proper route to cross Sixth Street. This study validates the
justification for the marked crosswalk at this location.
The study indicates that the traffic volumes at the study intersection
are not sufficient to satisfy all-way stop control warrants. However,
satisfaction of a numerical warrant is not necessarily justification for
installation of all-way stop controls. Engineering judgement based on
traffic engineering experience must be utilized in the determination of
traffic control for the crosswalk.
Based upon the study, most of the pedestrians in the area are school age
children, and there is a need to route their walking paths through the
study intersection. Since this consideration out-weighs the results of
the all-way stop warrant calculation, it is recommended that the all-way
stop control be installed for the Sixth Street direction at this
location.
There are no speed limit signs posted in the vicinity of the club. The
area west of the club is residential; to the east it is half residential
and half business park. These areas appear to meet the California
Vehicle-'Code (CVC) definitions for residential and business districts
and, thereby, qualify for 25 MPH zones. 25 MPH Speed Limit signs may be
installed. However, it is doubtful that this speed limit can be
enforced by the use of radar until a study is conducted similar to the
one done for Pacific Street between First Street and Irvine Boulevard in
order to meet CVC requirements.
The crosswalk is appropriately signed at the crosswalk with W54
(Pedestrian Xing Symbol Sign) warning signs for each direction of
travel. Vehicles parked in front of the Boys and Girls club could block
visibility to the crosswalk for eastbound traffic. It is recommended
that at least 20 feet of curb be painted red west of the crosswalk and
at least 10 feet to the east.
RECOMMENDATION:
The installation of all-way stop sign control at the intersection of
Sixth Street and Pacific Street should be installed at this time.
In addition, the following improvements should be made:

I regret having write this letter,-but--it is necessitated by
concern for the safety, of our members.
Presently we have a crosswalk and a Pedestrian Crossing
sign in front of our building at 580 W. 6th St., but it doesn't slow
down the drivers. In the past 18 months we have had one bicycle
hit by a car and a child had their toes run over while sitting on the
curb in front of the Club. Neither car involved was driven by a
parent of our Boys and Girls Club members.
I am requesting two stop signs be placed at the corner of 6th
and Pacific Streets to join the sign presently on Pacific. This will
allow traffic on Pacific Street to merge safely onto 6th' Street slowing
down traffic in front of the Club where the crosswalk is located.
There is an apartment and condominium complex located at the end
of the cul-de-sac on 6'th Street creating heavy traffic by residents
speeding to the B Street stop sign. There is no speed limit posted
on 6th Street.
