NT/ENGINEERTNG DIVTSION FROM: AUTHORIZATION TO' INSTALL ALL-WAY STOP CONTROLS ON EASTERLY SUBJECT: AUTO CENTER DRIVE NEAR EL CAHINO REAL WITHIN THE TUSTIN AUTO CENTER RECOMMENDATION: It is recommended that the City Council, at their meeting of May 2, '1994, adopt Resolution No' 94-52 authorizing the installation of all-way stop sign controls at the easterly Auto Center Drive intersection near E1 Camino Real, per Figure i -of the attached Traffic Study. FISCAL IMPACT: · It is estimated that the cost to install stop signs and the appropriate pavement markings at the~. subject intersection is ...approximately $300.00. Funds arecurrently available in the Public Works/Engineering Division and Field Services Division budgets to accommodate this work. BACKGROUND: At the February 22,1994 City Council meeting, Mr. Alfredo Roybal of the Tustin ChevrOlet dealership located in the Tustin.Auto Center requested that the City investigate the subject intersection for the possible installation of stop signs. At the meeting, the City Council' directed staff to perform a study addressing the possible installation of stop controls at the subject location. DISCUSSION: - The installation of stop signs are typically justified by satisfying established warrants along with other site specific conditions (intersection and roadway geometry, potential sight' distance restrictions, accident history, parking usage, and future vehicular and pedestrian traffic needs) that warrant the placement of stop signs at a certain location. The stop sign warrants currently used by the City of Tustin are established by the California Department of Transportation (Caltrans) and are located in the Caltrans Traffic Manual. A Traffic Study (attached) has been prepared to address the appropriateness of installing all-way stop signs at the subject intersection. Based upon the Study, it has been determined that all-way stop signs should be installed at the easterly Auto Center Drive intersection near E1 camino Real. Installation of these stop signs will provide for positive vehicular/pedestrian right-of-way assignment at the specified location. Robert S. City Code provides for the designation of stop intersections by resolution of the City Council upon the making of certain findings; and WHEREAS, the City Council.hereby finds and determines that the placement of stop signs at the intersection listed below is necessary to facilitate the flow of traffic and provide for the assignment, of vehicular right-of-way; and NHE]IEA~, said findings are made subsequent to receipt of a traffic engineering report summarizing traffic survey data realistic to said 'intersection; NOW, THEREFORE, BE IT RESOLVED by the City CounciI of the City of Tustin that the intersection set forth below is hereby designated as a stop intersection and the City Engineer is hereby directed to place and maintain stop signs at one or more entrances to said intersection as herein specified, and that the resolution shall take effect upon placement of said signs. ~NTERSECTION Easterly. RECOMMENDED AC'I~ON: It is recommended that all-way stop controls be installed at the subject intersection. STATEMENT OF THE ISSIJES OR PROBLEMS: A report, All-way.Stop Warrant Study for the Internal Intersection of the Tustin Auto Center, dated January 19, 1994, established warrants for all-way stop sign controls at two of the three intersections of Auto Center Drive. The easterly intersection" near E1 Camino Real, did not satisfy all-way stop control criteria at that time. Mr. Alfredo Roybal, of the Tustin Chevrolet dealership, has requested that the City re-study the intersection for all-way stop control. Refer to Figure 1 for referenced intersection location. INTRODUCTION AND BACKGROUND: -- Refer to the referenced Jahuary 19, 1994, report for this topic. DISCUSSION AND ANALYSIS: The January 19, 1994, report provides a detailed description of all-way stop control and analysis of the prior findings. Mr. Roybal had indicated that the period when data was collected for the January 19, 1994 study was not representative of a normal business period for the Tustin Auto Center. He indicated that business was unusually slow for that time of the year. Staff agreed and subsequently proceeded to gather new data. This supplemental report analyzes data collected in March 1994, which is six months later than the data used in the January 19, 1994, report. Minor is 59% met. Minor is 57% met. , , The easterly intersection is a tee-intersection located near the intersection of E1 Camino Real and Auto Center Drive. The driveway for the Chevrolet dealership is opposite the tee-leg of the intersection. The driveway was not Counted as part of the above calculation. Traffic using Auto Center Drive from E1 Camino:Real may travel straight through the subject intersection and not have to stop until it reaches the southerly intersection of Auto Center Drive. There are no apparent sight restrictions for the public intersection legs. Parking could possibly interfere with the lines-of-sight for the driveway. The accident rate for the intersection has increased to 1.1 accidents per million entering vehicles. This---rate is larger than normally expected. It is anticipated that if the driveway was counted and the traffic volume was added to the all-way stop calculation that the total volume criteria would be 100 percent met and the minor volume criteria would be close to 80 percent met. Given the above findings, it is recommended that all-way stop sign controls be installed at this intersection at this time. RECOI ,.
