FINAL ~CCEPTANCE OF PUBLIC IMPROVEMENTS AND ~UTHORIM~TION TO
FILE A NOTICE OF COMPLETION FOR THE TUSTIN CIVIC CENTER
EXPANSION/RENOVATION
RECOMMENDATIONS:
It is recommended that the Tustin Community Redevelopment Agency adopt
the attached resolution accepting said public improvements and
authorizing the recordation of the Notice of Completion.
Assuming no claims or stop notices are filed, it is further recommended
that no later than 35 days after the date of recordation of the Notice
of Completion, the Tustin Community Redevelopment Agency authorize the
final payment in the amount of $54,229. This amount, together with
previous payments- of' $10,317,222.00, represents 100% of the final
contract amount. ~.

The final' Cost of the construction contract for the Civic Center
EXPansion Project is $10,371,451. This amount is to be paid from the
allocated funds for the Tustin City Hall Modification Project in the
F.Y. 1993'-94 Capital Improvement'Project Budget.
· BACKGROUND: .-
The Civic Center Expansion/Renovation project started construction ih
August 1991. 'Phase I was completed in.August 1992, with the completion
of the Police Station and Parking Structure. Phase II consisted of the
work to expand City Hall and remodel the Council Chambers and community
Center. Phase II was substantially complete by June 1993. punchlist
work on the facility was completed in early April, 1994.
Ail work for this project has been completed to the satisfaction of the
Project Manager. The initial contract sum'was $9,405,000. A total of
$966,451 of change orders were issued during the course of construction.
The final .contract amount is $10,371,451. Within that final contract
amount, significatnt upgrades to the original design were completed
without delay'to the schedule. These upgrqades totaling $74,508 include
the addition of the 3rd Street entry canopy/signage, painting the
Library to match the civic Center and modernization of the computer
network. Upon reaching Phase II substantial completion, the Agency
released all but $30,000 of the retention as the value of the punchlist
work at that time. Combined with close-out change order No. 40, in the
amount of $24,229, the final payment totals $54,229.

It is requested that the Redevelopment Agency adopt Resolution No. RDA
94-04, which accepts the public improvements and authorizes the filing
of the Notice of Completion.

RESOLUTION NO. RDA 94-04
A RESOLUTION OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF TUSTIN, CALIFORNIA ACCEPTING WORKS OF
IMPROVEMENT AND AUTHORIZING RECORDATION OF NOTICE OF
COMPLETION FOR THE TUSTIN CIVIC CENTER
EXPANSION/RENOVATION
WHEREAS, the City Engineer has duly Certified to the
construction and completion of said public improvements,
hereinafter mentioned in manner satisfactory to the Tustin
Community Redevelopment Agency of the City of Tustin; and
WHEREAS, the Tustin Community Redevelopment Agency finds
that said contractor has completed said improvements
hereinafter more particularly described inaccordance with the
provisions 'of the contract documents and the Notice of
Completion, and acceptance of said Public work and improvement
should be filed and payment of the balance-due said contract
authorized in accordance with the contract documents.
NOW, THEREFORE, BE'IT RESOLVED by the Tustin Community
Redevelopment Agency of the City of Tustin that said public
work and improvement be, and the same is hereby accepted.
Said public works and improvement is more particularly
described as follows:
Civic Center Expansion/Renovation
AND BE IT FURTHER RESOLVED that the City Engineer of the
City of Tustin be, and is hereby authorized to execute and
file a Notice of Completion and acceptance of said public
works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the Tustin
Community Redevelopment Agency of the City of Tustin held on
the 2nd day of May 1994.
