1. Minutes of the March 28, 1994 Planning Commission meetinq.
Correction was made to page 11, Commissioner Butler comments,
paragraph three, replacing the word ceasing with seizing.
Commissioner Baker moved, Butler seconded, to approve the Consent
Calendar. Motion carried 5-0.

Recommendation - It is recommended that the Planning Commission

Commissioner Butler moved, Kasalek seconded, to approve the request
to extend Temporary Use Permit 94-001 by Minute Order. Motion
carried 5-0.

IT HAS BEEN DETERMINED THAT THIS PROJECT WOULD NOT
HAVE A SIGNIFICANT EFFECT ON THE ENVIRONMENT AND A
NEGATIVE DECLARATION HAS BEEN PREPARED.
AN AMENDMENT TO CITY CODE SECTION 9299 ET. SEQ.,
ENTITLED ZONING ADMINISTRATOR, TO CLARIFY AND
UPDATE PROVISIONS OF THE SUBJECT CODE SECTION THAT
WOULD IMPROVE THE EFFICIENCY IN PROCESSING CERTAIN
DISCRETIONARY APPLICATIONS WHICH ARE MINOR IN
NATURE AND OFTEN NONCONTROVERSIAL.
Recommendation - It is recommended that the Planning Commission
take the following actions: 1. Approve the Environmental
Determination for the project by adopting Resolution No. 3245; and
2. Recommend to the City Council approval of Code Amendment 94-001
by adopting Resolution No. 3247, as submitted or revised.

Commissioner Baker moved, Kasalek seconded to approve the
Environmental Determination for the project by adopting Resolution
No. 3245 as submitted. Motion carried 5-0.
Commissioner Baker moved, Kasalek seconded to recommend to the City
Council approval of Code Amendment 94-001 by adopting Resolution
No. 3247 as submitted. Motion carried 5-0.

COMMISSION CONCERNS:
5. MCAS, Tustin Closure Status Update
An oral report was presented by Christine Shingleton.
Commissioner Butler
Reminded everyone that April 12 was the City Council
election and encouraged all to vote.
Commissioner Baker
Noted that April 23, 1994, was "Volunteer Day" and will
be celebrated at the Senior Center at 10:00 a.m.
Thanked staff for the Graffiti Report which was included
in the current packet and asked staff to follow up on
recent graffiti which on Irvine Boulevard.
Commissioner Stracker
Mentioned that he had also heard of some recent graffiti
on Tustin Ranch Road.
Noted that he had received official notification of his
appointment to the Orange County Division of the League
of Transportation and Public Works Advisory Committee.
Commissioner Kasalek
Thanked the City Attorney for their efforts in removing
the billboard sign at Nisson Road.
ADJOURNMENT:
Commissioner Baker moved, Kasalek seconded, to adjourn the meeting
at 9:10 p.m. Motion carried 5-0.
The next regular meeting of the Planning Commission is on April 25,
1994 at 7:00 p.m. in the City Council Chambers at 300 Centennial
Way, Tustin.
