I. CALL TO ORDER Meeting called to order at 8:17 by Mayor Sharp.

ROLL
CALL Present: Councilmen: Sharp, Schuster, Welsh, Edgar,

Absent: Councilmen: None
PRESENTATIONS: Proclamation presented proclaiming Invincibility
Week in Tustin.
III.
PUBLIC
HEARINGS 1. AMENDMENT TO ZC 77-5 - INVESTORS DEVELOPMENT OF
ORANGE COUNTY - to allow applicant to deviate
from 70' frontage and allow 60' minimum lot
fronts. Property located on Plaza Way at Plaza
Drive.
Background and recommendation to uphold the findings
of the Planning Agency presented by Mr. Chase.
Hearing opened at 8:27 P.M. There being no objections
or comments the hearing was declared closed.
Moved by Saltarelli, seconded by Welsh that Council
uphold the findings of the Planning Agency and direct
the City Attorney to draft the necessary ordinance.
Carried unanimously.

CALENDAR 1. APPROVAL OF MINUTES - November 21, 1977 meeting~
2. APPROVAL OF DEMANDS in amount of $485,511.47
RATIFICATION OF PAYROLL in amount of $65,839.04.
3. RESOLUTION NO. 77-125
A Resolution of the City Council of the City of
Tustin California, SUPPORTING THE RECOMMENDATIONS
OF THE LOS ANGELES GRAND JURY RELATIVE TO APPOINTMENT
OF A COMMISSION TO STUDY JUVENILE COURT LAW.
Adoption as presented and recommended by staff.
4. EXTENSION OF TIME FOR TEMPORARY INSPECTOR.
Approval of extension to December 30, 1977,
as recommended by City Administrator.
5. REPORT TO COUNCIL ON TILLER DAYS PARADE
Receive and file as recommended by City
Administrator.
6. TREE REMOVAL
Removal of parkway tree at 13522 Loretta Drive
as recommended by Maintenance Superintendent.
7. RESOLUTION NO. 77-126
A Resolution of the City Council of the City of
Tustin, California, APPOINTING DAN BLANKENSHIP
AS CITY ADMINISTRATOR. Adoption as presented.

Moved by Saltarelli, seconded by Welsh that consent
calendar as recommended be approved in its entirety.
Carried unanimously.
Moved by Edgar, seconded by Schuster that letter
of acknowledgement be sent to Jaycees thanking them
for their efforts in Tiller Day celebration and
report and requesting that they start now to plan
ahead as to next years project. Carried.
Councilman Schuster recommended that date of Parade
be set now rather than late in year to facilitate
planning by businesses and organizations.

3412, AND BY AMENDING SECTION 3443 OF THE TUSTIN
CITY CODE RELATING TO ACCESS TO STATE EMPLOYMENT

No. 751 have first reading by title. Carried unanimously.

4. ORDINANCE NO. 750

RELATIVE TO THE DISCHARGE OF FIREARMS.

750 have second reading by title. Carried unanimously.

NEW BUSINESS 1. SPECIAL MERIT INCREASE FOR CSO TINA RICHARDSON
Moved by Welsh, seconded by Edgar that special merit
raise be approved as recommended. Carried.

OTHER
BUSINESS UTT PARK
Mr. Blankenship reported that word had been received
from!State.Department of Transportation that Utt Park
Council Minutes

property has been put on hold for future freeway
interchange improvements~and that the present rental
agreement for parkuse will be honored until site is
needed for this future construction.
Council concurried that letter should be sent to
Supervisor Reilly thanking him for his assistance
in this matter.
2. SIDEWALKS- PROSPECT AVE.
Mr. Blankenship reported that staff would be contacting
Tustin Water Works to see if they would add their
portion to the City contract and staff will be look-
ing into placing asphalt adjacent toproperty not
stating agreement. Staff will still lo6k ~nto that
portion for future paving under chapter 27, Act
along with all other needed sidewalks in the city.
3. EXECUTIVE SESSION
Mr. Blankenship requested an executive session
following this meeting with option to reconvene
to open meeting.
4. UNDERGROUND UTILITY STATUS - EL CAMINO
Mr. Edgar remarked that as undergr0~nding cannot be
done at this time financing will be simplified. Other
items such as meter mains, signals, etc. can be
accomplished with easier short range financing.
5. SENIOR CITIZENS COUNCIL
Letter, nominating Violet Banks as member at large
to this Council to be prepared for Orange County
League of Cities which is in charge of these appoint-
ments.
6. TUSTIN-FOOTHILL SOCCER ASSOCIATION
Mr. Welsh reported that Councilmen had donated to
this association.
7. ORANGE COUNTY TRANSPORTATION COMMISSION
Mayor Sharp read correspondence from this commission
stating that the commission is attempting to have
Governor Brown appoint'a representative of Orange
County to the newly created California Transportation
Commission.

Moved by Schuster, seconded by Welsh that Resolution No.
77-127 supporting the'Orange County. Transportation
Commission nominees for appointment to the California
Transportation Commission be passed and adopted.
Carried unanimously.
XI.
ADJOURNMENT Moved by Schuster, seconded by Welsh that meeting be
adjourned to meetiT of Redevelopment Agency and thence
to ~xecutive Session with option to reconvene~ Councit~!~
Meeting. Carried.

Moved by Saltarelli, seconded by Edgar that Council
authorize severance pay for Fire Department employees
having reduced salaries under County contract as
recommended by staff. Carried.
2. ANNOUNCEMENTS:
1. Columbus Tustin Park dedication December 7, 1977
2. Sanitation District Meeting December 14, 1977
3. Basic Four dedication December 8; 1977
