1. APPROVAL OF MINUTES - MARCH 21, 1994 REGULAR MEETING
Recommendation: Approve the Redevelopment Agency Minutes of March 21, 1 994.
2. APPROVAL OF DEMANDS
Recommendation: Approve Demands in the amount of $125,484.43.

PROFESSIONAL 'SERVICES AGREEMENT FOR CONSULTING ENGINEERING
SERVICES ON THE NEWPORT AVENUE/SR-55 INTERCHANGE RECONFIGURATION
PROJECT
Recommendation: Authorize the City Council and City staff to administrate a
Professional Services Agreement with the firm of Dokken Engineering to prepare and
process a Project Study Report for approval by Caltrans for the Newport Avenue/SR-
55 Interchange Northbound Ramp Reconfiguration Project in the amount of
$173,000.00 as recommended by the Community Development Department and
Public Works DePartment/Engineering Division.
4. LIBRARY STUDY
There has been considerable discussion in the community regarding the current
status of the County Library located in the Town Center Project Area.
Recommendation: Authorize the Assistant City Manager to prepare a Request for
Proposals for approval by the Redevelopment Agency to study the City's options
concerning the renovation of the existing library, construction of a new library and
provision of library services, and recommend an action plan for upgrading library
services for the City's residents as recommended by the Community Development
Department.

PROPOSED CONTRACT FOR SPECIAL COUNSEL FOR THE PREPARATION OF A
REDEVELOPMENT PLAN FOR MCAS, TUSTIN
With the anticipated closure of the Base, staff is beginning the process of creating
a new redevelopment project area for the Base and the City Attorney has indicated
it is advisable for the Agency to retain Special Counsel to work in conjunction with
the City Attorney in the plan adoption process.

Recommendation: ~ropriate $35,000.00 from the ih Central Redevelopment
Project Area Capital ~'rojects Fund to 560-400-9000-6009 and approve the subject
contract with McDonough, Holland and Allen to act as Special Legal Counsel for the
preparation of a redevelopment plan for the Marine Corps Air Station, Tustin as
recommended by the Community Development Department.
TIME EXTENSION FOR DESIGN REVIEW 92-50, FRONTRUNNER HOMES
Staff has received a letter from the applicant, Mr. L. Vincent Mayell of Frontrunner
Homes, requesting time extensions to the Conditional Use Permit and Design Review
approval resulting in both actions having a common expiration date.
Recommendation: Approve a modification to Condition No. 1.3 of Planning
Commission Resolution No. 3133 to allow a time extension to run concurrent with
Conditional Use Permit 92-38 through September 1, 1995 to obtain all building
permits and have substantial construction underway for Design Review 92-50 by
adopting the following Resolution No. RDA 94-3, as submitted or revised, as
recommended by the Community Development Department:

PERMIT 92-38 THROUGH SEPTEMBER 1, 1995, FOR THE PROPERTY LOCATED AT
THE SOUTHERLY SIDE OF EL CAMINO REAL APPROXIMATELY 450 FEET EAST.TO
NEWPORT AVENUE
OTHER BUSINESS
CLOSED SESSION- During the course of conducting the business set forth on this
agenda at a regular meeting of the Redevelopment Agency, the Agency may convene in
Closed Session to consider matters of pending or potential litigation, or personnel matters,
pursuant to Government Code Sections 54956.9 or 54957.6.
Reports relating to (a) purchase and sale of real property, (b) matters of pending or potential
litigation, (¢) employee compensation, or which are exempt from public disclosure under
the California Public Records Act, may be reviewed by the Agency during a permitted
Closed Session and are not available for public inspection. At such time as final actions are
taken by the Agency on any of these subjects, the minutes will reflect all required
disclosures of information.
ADJOURNMENT- The next regular meeting of the Redevelopment Agency is scheduled
for Tuesday, April 19, 1994, 7:00 p.m., at the Council Chambers, 300 Centennial Way.
