Recommendation -It is recommended that the Planning Commission
approve Conditional Use Permit 94-002, requesting authorization for
the on-site sale of beer and wine (ABC License Type "41") for
consumption on premises only, by adopting Resolution No. 3238, as
submitted or revised.

Commissioner Baker moved, Kasalek seconded to approve Conditional
Use Permit 94-002, requesting authorization for the on-site sale of

only, by adopting Resolution No. 3238, as submitted. Motion carried
5-0.

3. Report on Southern California Association of Governments
(SCAG) Regional Comprehensive Plan (RCP)
Commissioner Kasalek moved, Baker seconded, to receive and file
this report. Motion carried 5-0.

Report on Actions taken at March 7, 1994 City Council Meetin~

Staff reported on the subject agenda.
COMMISSION CONCE~S:
Commissioner Kasalek
Inquired about the status of the Freeway sign at Nission
and why the copy keeps changing on it.
City Attorney, Jim Rourke, responded that the City is
obviously being ignored and that legal action will be
taken by the City on this matter.
Commissioner Stracker
Reported on attendance at the Planning Commissioners
workshop in San Diego. He enjoyed the presentation on
working with the media but was disappointed in the total
workshop agenda. He also purchased a Planning
Commissioner's manual and offered to share its
information.
Reported that he has been appointed by the Orange County
Division of the League to the Transportation and Public
Works Policy Advisory Committee.
Commissioner Baker
Reported on his attendance at the Planning Commissioners
workshop in San Diego. He was disappointed with the
keynote speaker at lunch and with many of the sessions
having been canceled at the last minute.

Staff noted that because of Statewide Budget constraints,
in many cases, funds are not available to provide
speakers for these sessions.
Thanked staff for the memo concerning the Pinebrook
Apartments. He was pleased with staff involvement in
this project, noting that it shows that the City is
taking a pro-active stance.
Staff noted that an additional memo would be forthcoming
with more detail on the project this week.
Reported his attendance at the Tustin Pride Committee
meeting and was pleasantly surprised to see a total of 7
Caltrans representatives present.
Commissioner Butler
Asked what type of desalinization would be involved in
the new City desalter plant at 17th Street.
Staff replied that it was a nitrate system similar to the
one at Prospect and Main.
Stated that he had read a news report that this new plant
would increase the ground water supply by 90% and asked
if this was true.
Staff will provide a copy of the staff report on the
project to the Commissioners which will explain details
of the project.
Thought that the City had acquired the water well
properties.
Staff noted that the existing facility is within the City
and it is an island. There is a residential unit
immediately to the west which the Orange County
Metropolitan Water District has acquired and which Tustin
has annexed in and the City is doing a joint project with
the Metropolitan Water District to create this facility.

Commissioner Butler moved, Baker seconded, to adjourn the meeting
at 7:42 p.m. Motion carried 5-0.
The next regular meeting of the Planning Commission is on March 28,
1994 at 7:00 p.m. in the City Council Chambers at 300 Centennial
Way, Tustin.
