To .... apprOpriatean additional-S1,000 .for---the--1994--Fourth of-July-- Celebration. To award a contract for a pyro-musical show to Lantis Fireworks in the amount of $9,000. FISCAL IMPACT: The 1993/94 budget includes $12,000 for the Fourth of July Celebration. $8,000 is allocated 'for the pyro-musical show and fireworks. A sound system for the show would cost $1,800, portable toilets cost about $900 and the entertainment contract is for $1,900. These contracts are addressed under separate agreements. The total amount budgeted for the event, $12,600, has not been increased since 1989. A portion of this amount would be paid out of the 1994/95 budget. BACK__f~ROUND: Planning is currently underway to produce the annual Fourth of July Celebration. Community Services staff requested bids from three companies; Lantis Fireworks, Pyro-Spectaculars and Zambelli Internationale. Zambelli Internationale did not submit a bid. Bid proposals are included as an attachment to this report. DISCUSSION: The bid proposal from Lantis Fireworks is for $8,000 and includes a complete themed pyro-musical show. The fireworks would include 295 shells, 2 set pieces and low level pyrothecnic effects. Lantis provided the fireworks show for the 1993 Fourth of July show. Under terms of the agreement the City would be required to pay a deposit equal to one-half of the contract amount. Pyro-Spectaculars submitted two separate programs in their proposal. Program "A", for $8,000, does not include a musically choreographed, narrated production as has been provided in the past. Program "B", for $9,000, meets requirements for the Tustin show. Pyro-Spectaculars would require a $2,000 deposit by May 4. Program "B" fireworks include 245 shells, 4 set pieces and low level pyrothecnic effects. Pyro-Spectaculars provided the City with fireworks displays from 1986-92. Fireworks shows from both companies would last approximately twenty minutes. Last year the fireworks contract was awarded to Lantis for several reasons. The Lantis proposal included more shells. The bid from Lantis was also the only bid received on time. In addition, Lantis worked very well with local fire officials. In the past there had been some problems with coordination and interpretation of regulations between the Fire Department and Pyro-Spectaculars. A letter of commendation from the Orange County Fire Department to Lantis has been included as an attachment to this report. SUMMARY Both companies, Lantis and Pyro-Spectaculars, have successfully presented fireworks for the City. The fireworks show proposed by Lantis is within budget and contains more shells than the proposal from Pyro-Spectaculars. The Pyro-Spectacular show "B" is comparable as it provides the musical background. It contains two additional set pieces, but would cost an additional $1,000. Also, Pyro-Spectaculars produced a better show in the past than the show provided by Lantis last year. Staff has received feedback from the Council that they were disappointed with the fireworks provided by Lantis in 1993. Staff recommends that the Council appropriate an additional $1,000 for fireworks. The budget for the show has not been increased since 1989. For an additional $1,000 Lantis would add twenty eight 5" shells to the program for a total of 323 shells compared to the 245 shells included in the proposal from Pyro-Spectaculars. Either Lantis Fireworks or Pyro-Spectaculars are capable of providing the City with a quality fireworks show for $9,000. Background The proposed fireworks show is a traditional focus of the City's July Fourth celebration, and is one of the most visible and well- attended of the day's events, The show has been traditionally held on the campus of Tustin High Shcool. Show Theme The show will be called "Let Freedom Ring" and will focus on a return to classic patriotic values through narration and music. ] ......... --Soundtrack The soundtrack and narration will be provided by Lantis, working in conjunction with Mr. Richard Harris. We will work with Mr. Harris in developing a appropriate series of selections that represent the event, the demographics of the audience, and which are suitable for fireworks. Depending on final soundtrack selection, the show will run between 20 and 25 minutes. Show Choreography Lantis is known nationwide for its prccision choreography using proprietary state-of-the-art computer technology. The firing of each effect is timed by our computer software to emphasize specific beats in the music. The effects are designed to complement the rhythm or mood of the music. The soundtrack is recorded by our sound studio on either a two- or four-channel tape. Either a cassette or reel-to-reel tape deck can be used depending on the sound reproduction system available (see below). On a two track system, one of the channels provides a monaural sound track for the audience, and the second contains the actual firing commands. On a four track system, two of the channels provide a stereo sound ~rack for the audience, one channel provides a SIMPTE time code used by our choreographer, and the fourth contains the actual firing commands. Either method ensures that the firing commands and the music remain synchronized. Depending on final show design, the actual firing commands will be executed by either our automated firing computer, which recei%es a coded tone directly from the tape, or by an electronic firing control panel. All firing will be controlled electrically. Sound Reproduct ion Systm Requi rments The City will need to provide either 1) a high quality two- channel tape deck (reel-to-reel or cassette)i or 2) a high quality four-channel tape deck (reel-to-reel or cassette). With either system, the City will need to provide a communications link from the sound reproduction equipment to the firinq site. T~e link can be either a two-conductor hard line or a cellular communications system. Inteqrity of the communications link is of extreme importance. The City will also need to provide -fa'radio 6-ommunications link ~ith the-'firin~ site 'fo~ two-way voice communications between the s~te and event control center. Lantis will need to be provided the name, contact person, and phone number of the appropriate individual that will be in charge of sound for the event no later than May 1, 1994 in order to facilitate the communications links. Proposed Show Design Subject to final approval of the soundtrack, the show may contain some of the following visual effects which will compliment the rhythm and mooc of the music: · The crea-ion of several "orchids" or firework flowers using comets and a single large chrysanthemum shell. · Pyramids, Inverted Pyramids, and multiple "Vs" using comets. · Cupid Strikes using special heart shells and comets. · Custom-made American shells featuring Hourglasses, Stars, and Rin~s. (Please see the following two pages for diagrams of these effects and shells.) · Numerous "mine walls' featuring assorted colored mines. For a specific list of proposed products and quantities, please see pages ll and 12 of this proposal. FIREWORKS SPECIAL EFFECTS PYRAMID Four comets are shot simultaneously from four corners to center point. INVERTED PYRAMID Four comets are shot simultaneously from center to four corners. CUPID STRIKES Comet "arrow" is shot through red heart (pattern shell). ORCHID Comets create the leaves and stem of a flower; the petals are made by a single chrysanthemum aerial shell. CANDLES SPECIAL EFFECTS FOUNTAIN One of the simplest of effects, the fountain is most striking with two sizes of candles for a layered effects. CRISS CROSS Used singly or in a series, criss cross candles create a lovely lattice effect. FAN One of the most elegant of the candle displays. A series of fans is a dramatic opener! LONGHORN FAN Less elaborate than a series of fans, the longhorn fan creates an elegant frame or curtain. Oreat i ve Oontrol Final creative control shall rest with the client, and the entire staff and resources of the company will be devoted to the design of a custom show to the client's requirements. Lantis does not use "pre-packaged" shows. The majority of the fireworks effects will be fired from racks and/or holders. Only a small amount of sand may be required for larger shells. The City will need to provide security personnel for the firing site, and security to protect the firing site and required safety zone during the show. Lantis will require use of the site from approximately G:O0 AM July 4, 1994 to 12:00 PM July 5, 1994. Lantis will load equipment and shells on July 4th, and finish cleanup on the 5th. ! nsurance Requ i rements Lantis shall provide, at the time of execution of a contract, evidence of the following Insurance Coverages and Endorsements: · A Personal Injury and Property Damage Liability Insurance Certificate issued by Lloyd's of London with an combined single limit of $1 million showing the City and any others required as additional insureds. The company's coverage is a "Claims made" policY. The Certificate will be issued on the City's required form. · Automobile Liability Insurance Coverage in the amount of $5 million issued by Crum & Forster covering our trucks transporting Class 1.39 (B) Explosives as required by DOT. All of our drivers transporting explosives are required to have a commercial drivers license with a hazardous materials endorsements and a current medical certificate. · Worker's Compensation insurance is provided to the company by the State Compensation Insurance Fund based in San Francisco. Permits · Lantis will file the appropriate application for local Fire Department, FAA, and other required permits. Shell Warranty If the contract is awarded to Lantj.s~ the .... company_ w_i...ll exert all .... prudent effort--tO--inso-rm---thatP 100% of all shells fire and illuminate. Because fireworks are handmade, and Lantis uses shells of only the highest quality, problems can occur. In the event that problems would occur with any shell's firing and/or illumination, Lantis will credit the client's outstanding balance with an amount equal to 80% of the shells retail value as detailed in the contract. on any ontact In the event that the contract is awarded to the company, the Association's contact will be Dick Hassenger, Vice President, who is based at the corporate headquarters ir, Salt Lake City. President Mr. Lantis serves as President of the company and has been involved in the fireworks business virtually all his life, since his family has been in the fireworks business for over four decades. Mr. Lantis founded the company a decade ago, and the company is projected to produce approximately 350 shows in fiscal 1994. Prior to joining the company in 1992, Mr. Hassenger has served as the president of s financial institution, an inYestment banker, vice president of a national investment consulting firm, and consulting pa, tner in one of the nation's largest CPA firms. Stout is nationally recognized for the quality of his precision choreography. He uses state-of-the-art computer software to choreograph each show, while dra~in9 on his extensive knowledge of shell performance and design. ~-. Annual training seminars are held to upgrade the technicians' technical knowledge, product knowledge, safety skil)s and provide hands-on experience. Technicians are assigned to shows based on their training, ability, and experience in the type of show under production. Show design is done at the corporate level, and on-site technicians are provided with detailed firing site p)ans, shell loading lists, and wiring diagrams. This attention to detail ensures that the show designed is the show fired.
