FISCAL ,iMPACT Staff believes that there would be no significant fiscal impact upon the City of Tustin associated with participation in the ETRPA effort. BACKGROUND As you are aware, the federal government has determined that Marine Corps Air Station (MCAS), E1 Toro will close by 1999. In response to that decision, the County of Orange has begun the process of plannin{ for the future reuse of the base. The County of Orange has expressed a desire to "embark upon a collaborative, countywide reuse r!anning process 'for the base that includes the diverse interesus of the County." To accomplish this goal, the County has formed the ETRPA to. oversee the development of the reuse plan for the base. The ETRPA would provide support to the nine-member E1 Toro Reuse Planning Authoriny. The County of Orange has recently requested City of Tustin representation on the ETRPA (see attached). Representatives from ci-ies may be an elected official, a Staff representative or a privaue citizen. Also, the selected representative should be willing to commit to the effort for a period of up to two years. CONCLUSION Staff believes that City of Tustin participation and provision of. input into the MCAS, E1 Toro reuse process is extremely important. Staff recommends that Council select and appoint a representative to the ETRPA at this time. With the formation of the El Toro Reuse Planning Authority (ETRPA), Orange County officials can now embark upon a collaborative, countywide reuse planning process for the base that includes the diverse interests of the county. Our goal must be to work together to turn this economic tragedy into an opportunity that will safeguard and enhance our economic future. 'On' behalf of the Board of Directors of ETRPA, i would like to extend an invitation to the City of Tustin to provide a representative to the ETRPA Executive Council. The primary function of the Executive Council, which is to be composed of representatives from the County, cities within Orange County, unincorporated areas, the business community, and local universities and colleges, is to oversee analyses and development of reuse plan alternatives for Marine Corps Air Station El Toro. Representatives from cities may be an elected official, a staff representative or a private citizen. An effort of this magnitude will probably require the commib'nent of an individual for a pedod up to two years. It is our desire that you send a representative who is willing to devote the time and energy to participate in a "roll up your sleeves" effort to develop a successful reuse plan.
