SUBJECT: FINAL TRACT MAP 13733
RECOMMENDATION
It is recommended that the City Council approve Final Tract Map
13733 by adopting Resolution No. 94-25, as submitted or revised.
FISCAL IMPACTS
There are no fiScal impacts to the City associated with this
project as the tract map was initiated by the applicant and no
financial assistance is being requested.
BACKGROUND
On August 23, 1993, the Planning Commission adopted Resolution No.
3185 recommending to the City Council approval of Vesting Tentative
Tract Map 13733. The City Council approved Vesting Tentative Tract
Map 13733 on September 7, 1993, by adopting Resolution No. 93-97.
These approvals included numerous conditions to be met prior to
approval of the final map. The Planning Commission and City
Council also recently amended the tentative map to eliminate
Condition 5.7 of Planning Commission Resolution 3185 related to the
requirement to provide traffic pre-emption equipment at the
intersection of Irvine Boulevard and Robinson Drive (C~ty. Council
Resolution 94-04)'. In addition, the Planning Commission approved
on February 14, 1994, Design Review 93-044 to authorize the
installation of vehicular gates. The Final Map has been designed
to accommodate the proposed vehicular gates.
On February 14, 1994, the Planning Commission adopted Resolution
No. 3224 recommending to the City Council approval of Final Map
13733. The Final Map is now ready for recordation with the Orange
County Recorder's Office. Prior to recordation, the Final Map must
be reviewed and approved by the City Council.

Final Map 13733 includes twenty seven (27) numbered lots and forty
nine (49) lettered lots, accommodating 138 patio home dwellings.
Final Map 13733 is bordered by Irvine Boulevard on the south,
Robinson Drive on the east and the Tustin Ranch Golf Course on the
north and west.
CONCLUSION
The resolutions approving the tentative tract map for this project
included numerous conditions which were required to be satisfied
prior to recordation. All required conditions have been met.
Staff has determined that the Final Map, as modified by Amendment
to Tentative Tract 13733 and Design Review 93-044, is in
conformance with the Vesting Tentative Tract Map approval,
requirements of the East Tustin Specific Plan, Development
Agreement, the City's Subdivision Code, the East Tustin EIR and the
State Subdivision Map Act. Based upon this conformance, it is
recommended that the City Council approve Final Tract Map 13733 by
adopting Resolution No. 94-25, as submitted or revised.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP 13733
The Planning Commission of the City of Tustin does hereby
resolve as follows:
I. The Planning Commission finds and determines as follows:

That Final Tract Map 13733 has been submitted by
California Pacific Homes.

That a public hearing was held by the Planning
Commission on August 23, 1993. At this hearing the
Planning Commission recommended approval of Vesting
Tentative Tract Map 13733 to the City Council.
Subsequently, the City Council approved Vesting
Tentative Tract Map 13733 on September 7, 1993.

That following tentative map approval,
applicant filed Final Tract Map 13733.

The Final Map is considered ministerially exempt
pursuant to Section 15268(b) of the California
Environmental Quality Act.

That the proposed subdivision is in conformance
with the Tustin Area General Plan, adopted East
Tustin Specific Plan, the Development Agreement and
Subdivision Map Act as it pertains to the
development of residential units.

The 1.1592 acres of parkland required for this
development was previously dedicated with
recordation of Tract 12870.

That the City has reviewed the status of the School
Facilities Agreement between the Irvine Company and
the Tustin Unified School District, the East Tustin
Specific Plan, EIR 85-2, the impacts of Vesting
Tentative Tract Map 13733 on School District__
facilities, and reviewed changes in State law, and
finds and determines that the impacts on School
District facilities by approval of this map are
adequately addressed.
