HomeMy WebLinkAboutPC RES 3868RESOLUTION NO. 3868 A RESOLUTION OF THE TUSTIN PLANNING COMMISSION MAKING ITS REPORT AND RECOMMENDATION ON THE ADOPTION OF THE MCAS TUSTIN REDEVELOPMENT PLAN AND FINDING THAT THE MCAS TUSTIN REDEVELOPMENT PLAN CONFORMS WITH THE CITY'S GENERAL PLAN, INCLUDING THE HOUSING ELEMENT The Planning Commission does hereby resolve as follows: I. The Planning Commission finds and determines as follows: A. Proceedings have been initiated by the City Tustin ("City") and the Tustin Community Redevelopment Agency ("Agency") for adoption of the MCAS Tustin Redevelopment Plan ("Redevelopment Plan" or "Plan"); and Bo That in accordance with Section 33346 of the Community Redevelopment Law, Health & Safety Code Section 33000 et seq. (the "CRL"), the Redevelopment Plan must be submitted to the Planning Commission for its report and recommendation concerning the Redevelopment Plan and its conformity to the City's General Plan; and C. That on January 16, 2001, the Tustin City Council adopted a General Plan Amendment by Resolution 00-91 to reflect the MCAS Specific Plan land use designation for the former MCAS Tustin base; and D, That on February 3, 2003, the Tustin City Council ("City Council") adopted the MCAS Tustin Specific Plan/Reuse Plan, which is intended to serve as both a policy-oriented and regulatory document containing the development and reuse regulations that constitute zoning for the Project Area upon conversion to civilian use; and Eo That as stated in Section 401 of the Redevelopment Plan, the "real property located within the Project Area shall be developed and used for uses that are consistent with the applicable provisions of the Specific Plan as it may be amended from time to time." NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF TUSTIN DOES HEREBY RESOLVE AS FOLLOWS: Section 1. The proposed Redevelopment Plan is in full conformity with the General Plan of the City of Tustin. Resolution 3868 Page 2 Section 2. The Planning Commission of the City of Tustin hereby recommends adoption of the proposed Redevelopment Plan by the City Council. Section 3. The City Council and the Agency are hereby authorized to make minor or technical changes to the proposed Redevelopment Plan prior to its adoption without further Planning Commission review and such changes do not affect the findings and recommendations of the Planning Commission herein, provided that the changes do not significantly change the scope or purpose of the Redevelopment Plan or raise the potential for inconsistencies with the General Plan. Section4. The Secretary of the Planning Commission is hereby authorized and directed to transmit a copy of this Resolution to the Tustin City Council and to the Agency as prescribed in Section 33347 of the CRL.
