STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: WATER CONSERVATION UPDATE — JULY 2015 SUMMARY As a result of the drought, the City of Tustin is required to provide the State Water Resources Control Board with data that will be used to determine if the City is meeting the required 28% conservation target and the various methods being utilized to ensure compliance with the State's mandates. This report summarizes the information provided to the State for the month of July 2015 and provides the City Council and the public with general information on previous and upcoming actions taken by the City. RECOMMENDATION Staff recommends that the City Council receive and file this report. FISCAL IMPACT There is no fiscal impact associated with this item. CORRELATION TO THE STRATEGIC PLAN This item contributes to the fulfillment of the City's Strategic Plan Goal D: Strong Community and Regional Relationships. Specifically, by implementing Strategy 2, which is to work . collaboratively with agencies within and outside of Tustin on issues of mutual interest and concern. DISCUSSION AND BACKGROUND Staff has provided the Water Board with production data for July 2015 and calculated a 32% savings in water production when compared to July 2013. The Water Board is seeking a cumulative 28% reduction between June 2015 and February 2016. The City's current cumulative savings is 30%. Below is the City of Tustin's required report for the month of July 2015, which was submitted to the State on August 18, 2015. State Report Questionnaire 1. Other Actions Taken The turf removal program continues to be successful. The Metropolitan Water District of Southern California (Metropolitan) first opened this program in 2014 and has authorized a total of $450 million for turf removal throughout the service area. To date, the City of Tustin has received 240 applications for this program totaling approximately 436,465 Water Conservation Update — July 2015 September 15, 2015 Page 3 square feet of turf proposed for removal. This estimate is refined as staff conducts initial inspections to ensure individual properties meet the program requirements. In a press release dated July 8, 2015, Metropolitan announced the program was closing to new applications because all available funding was fully allocated. Applications received since that time are being held on a wait list, which includes 25 applications from Tustin Water Services customers. Staff expects the wait list to be released in October. 2. Planning efforts for the September 19, 2015 "Let's Get Smart About Water Expo" continue. Vendors will be on hand to present a variety of water conserving products and services. To encourage participation from the entire family, students in the Tustin Unified School District and around the community will be able to participate in a water conservation themed art contest. Food trucks and kids entertainment have also been arranged. A postcard advertising the event was mailed to all Tustin Water Services customers in early September (Attachment A). Staff took this opportunity to remind customers that outdoor irrigation restrictions will change on November 1 and each property will only be able to water one day each week. Banners advertising the event have been placed throughout the City and at Rawlings Reservoir in the County area, and a message board has been placed on 17th Street. Upcoming 1. Another postcard will be mailed to customers in October asking them to remain vigilant about indoor water use and the need to continue conservation efforts. Generally, we use less water outdoors during the winter. Therefore, it may be difficult to sustain the impressive conservation numbers that were achieved in June and July without looking for ways to save water indoors. Stack, P.E.
