PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECt AUTHORIZATION TO INSTALL ALL-WAY STOP cONTROLS ON AUTO CENTER DRIVE WITHIN THE TUSTIN AUTO CENTER RECOMMENDATION: It is recommended that the city Council, at their meeting of February 22, 1994, adopt Resolution No. 94-31 authorizing the installation of all-way stop sign controls at the westerly Auto Center Drive intersection near Tustin Ranch Road and at the southerly Auto Center Drive intersection, per Figure 1 of the attached Traffic Study. FISCAL IMPACT: It is estimated that the cost to install stop signs and the appropriate pavement markings at the two subject intersections is approximately $600.00. Funds are currently available in the Public Works/Engineering Division and Field Services Division budgets to accommodate this work. BACKGROUND: The City of Tustin received a letter, dated October 4, 1993, from Ms. Emily Benedict, Manager of the Tustin Auto Center Association, expressing concern with increased traffic on streets within the Auto Center and the apparent inattentiveness of drivers leading to several near'miss traffic accidents. In the letter, Ms. Benedict requests that the City of Tustin install stop signs at all Auto Center Drive intersections within the Tustin Auto Center. A copy of the letter is attached for your information. DISCUSSION: The installation of stop signs are typically justified by satisfying established warrants along with other site specific conditions that warrant the placement of stop signs at a certain -- location. The stop sign warrants currently used by the City of Tustin are established by the California Department of Transportation (Caltrans) and are located in the Caltrans Traffic Manual. A Traffic Study (attached) has been prepared to address the appropriateness of installing all-way stop signs at all three of the internal Auto Center Drive intersections. The Study not only addresses the satisfaction of stop sign warrants, but also addresses intersection and roadway geometry, potential sight distance restrictions, accident history, parking usage in the area, and future vehicular and pedestrian traffic needs in the future. Based upon the Study, it has been determined that all-way stop signs should be installed at the westerly Auto Center Drive intersection near Tustin Ranch Road and at the southerly Auto Center Drive intersection. Installation of these stop signs will provide for positive vehicular/pedestrian right-of-way assignment at the specified locations. Robert S. As the Center has increased traffic over the years, we are finding that cars are driving through without paying attention and have had several near misses. The intersection locations are shown on Figure 1. A preliminary analysis indicated that a full warrant study should be performed f~r the subjec~ three intersections. This study accomplishes the warrant ssudy. RECOMMENDED ACTION It is recommended that all-way stop sign controls be installed at the westerly Auto Center Drive intersection near Tustin Ranch Road and at the southerly Auto Center Drive intersection. The respective street signing and s~riping plans should be updated to reflect the proposed modified conditions. Before the crosswalks are painted, curb ramps should be constructed at the appropriate locations. STATEMENT OF THE ISSUES OR PROBLEMS All-way stops impose substantial inconvenience on traffic by requiring all vehicular traffic to stop at an intersection. All vehicles would be delayed entering an all-way stopped intersection, whereas presently only about one-third of the entering vehicles at the subject intersections are delayed. All-way stop control can provide for safe and orderly traffic and pedestrian movement, especially as volume increases. The installation of stop signs are typically justified by satisfying established warrants. The City currently uses stop sign warrants established by Caltrans and currently found in the Caltrans Traffic Manual. This study is undertaken in order to determine if the installation of all-way stop sign control at the subject intersections is warranted at this time. INTRODUCTION AND BACKGROUND - The Tustin Auto Center is located east of Tustin Ranch Road, south of E1 Camino Real, and north of Interstate 5. All the streets in the Center are named Auto Center Drive. There are three tee-intersections in the Center and presently each is controlled by one stop sign, located on the approach of the teeing-intersection leg. ,,~-"2~ rv,¢ z~' / CITY OF TUSTIN ~ CHKD. In general, Auto Center Drive is 60 feet wide, curb to curb, and has a parking lane at each curb, two travel lanes - one in each direction, and a striped median - usually a continuous left-turn lane. Street parking is important to the operation of the center by providing convenient parking to potential customers. The center opened in the late 1980's and has continued ~o expand. DISCUSSION AND ANALYSIS The existing one-way stops identified above were installed with the implementation of a striping plan developed for the Auto Center (file numbers TE 305A and B). The letter of request indicates that there have been several near accidents at the internal intersections. The City's accident history indicates no intersection accidents for the years 1990, 1991 and 1992. To date, in 1993, there has been one reported accident at the easterly intersection which could possibly te corrected by all-way stop signs. A field review was made Thursday, October 7, 1993 of Auto Center Drive at mid-afternoon. Considerable vehicular and pedestrian activity was noted. Approach traffic volumes were conducted at each of the subject intersections on Thursday, Friday, and Saturday on October 21, 22,. and 23, 1993; Pedestrian counts were taken on Saturday, October 23. An all-way stop sign control warrant sheet has been prepared for each subject intersection. There is one general condition to be met and then there are three parts to be analyzed. The general condition of the all-way stop warrant states that if the traffic volumes on the intersecting streets are approximately equal, then any of the three parts of the all- way stop control may warrant the installation of an all-way stop sign. The ratios at each of the subject intersections is close to 1:1 indicating that the traffic volumes are approximately equal, and, thereby, satiSfying the general condition. Part of 1 of the all-way stop warrant evaluates the uraent need for ~raffic signals. ~ Part 2 of ~he allhway stop warrant evaluates traffic accident experience. Part 3 of ~he all-way stop warrant evaluates the intersection traffic vo'umes. Total entering volume from the intersection approaches and the volume from the minor intersection leg are analyzed separately. Minor is 1.12% met. 64% met. 77% met. . , Refer to Figure 1 for Location Map The westerly subject intersection is located near the intersection of Tustin Ranch Road and Auto Center Drive. The vast majority of traffic entering the intersection are right and left turn movements. The volume warrant is virtually met. It is recommended that an all-way stop sign control be installed at this intersection. The existing stop sign control on the west intersection leg also has marked pedestrian crosswalk. With the addition of stop control for the other intersection approaches, marked crosswalk control should accompany the installation. Since this study intersection forms a tee-intersection, only one additional marked crosswalk is needed to accommodate pedestrian travel. It is recommended that the crosswalk be painted on the north intersection leg as it has the least approach traffic. The easterly subject intersection is located near the intersection of E1 Camino Real and Auto Center Drive. Unlike the previous intersection, the access street does not form a tee-intersection near the access point; rather a side street forms a tee-intersection with the access street. Turning movements and straight through traffic movements for the straight through access street are about equal. _ The volume warrant averages 79% and the accident warrant is 20% met. There are no apparent sight restrictions for the intersection. It is recommended that all-way stop control not be installed at this location. The east intersection le{ of the southerly intersection curves away from the intersec%ion on th~ inside which results in restricted sight distance. This is compounded by many parked vehicles, with an overall result of poor sight distance at the intersection. The volume warrant is 80% met. The lines-of- sight for the intersection can be improved by removing parking for seven vehicles to 5he east of the intersection and two vehicle to the west. However, curb parking is used by potential customers of ~he various car dealers and the auto center has determined 5hat curb parking should be retained where possible. Since the volume warrant is substantially met and there is a documensed sight distance restriction, it is recommended that an all-way stop sign control be installed at the intersection. The existing stop sign control on the north intersection leg also has a marked pedestrian crosswalk. With the addition of stop control for the other intersection approaches, marked crcsswalk control should accompany the installation. Since this study intersection forms a tee- intersection, only one additional marked crosswalk is needed to accommodate pedestrian travel. It is recommended that the crosswalk be painted on the east intersection leg as it has the least approach traf=ic.
