OF CONTRACT
RECOMMENDATION'.

It is recommended that the Redevelopment Agency take the
following actions:
Award the contract for the Police Department Weight Room
to Irvine Engineering Corporation subject to final
approval by the City Attorney.

Authorize a transfer of funds from Asset Forfeiture to
the Capital Project Fund in an amount not to exceed the
project budget.
FISCAL IMPACT
Based upon the lowest responsible bid, architectural fees, project
management fees and a reasonable contingency, budget estimates for
the project are as follows:
A. Irvine Engineering Corp. $19,454.00
B. Architectural Fees, HNTB 6,220.00
C. Project Management, HNTB 6,517.50
D. Construction Contingency $ 4,000.00
Project Budget Total $36,191.50
.BACKGROUND
The weight, room will be located in the northwest corner of the
lower level of the Tustin Civic Center parking structure. It is
intended for use by all City personnel.
The enclosure utilizes approximately 870 square feet of the
basement level of the parking structure, and occupies a corner area
and two adjacent parking spaces. Adequate parking remains for all
City vehicles and designated space for assigned spaces of Council
and handicap requirements.

Two existing concrete walls, the existing upper deck, and the
existing lower slab compromise most of the elements of the
enclosure. Two new masonry walls complete the enclosure. Existing
lighting and sprinkler systems within this area are upgrades as
needed per code. Air conditioning, electrical outlets, fire alarm
and telephone systems are also provided.
The Police Department will provide already previously authorized
athletic equipment and rubber floor mats when the enclosure is
completed.
Resolution No. 93-16 approving plans and specifications was adopted
by the Agency on November 15, 1993. The project was advertised
from November 18, 1993 through January 3, 1994 and the bid date was
extended until January 24, 1994 due to a lack of response by
contractors during the holidays.
Bid results are attached for reference. Key Construction, whose
bid was lowest, was rejected as being non-responsive due to the
lack of a listing for a qualified fire sprinkler subcontractor as
required by the contract documents. See attached letter for
reference. Consequently, the lowest responsible bidder is Irvine
Engineering Corporation. Staff has checked the license status, bid
bond and references for the recommended contractor.
