HUSTON, EXECUTIVE DIRECTOR COMMUNITY DEVELOPMENT DEPARTMENT AWARD OF CONTRACT FOR FLOORING REPAIR AT THE CLIFTON C. MILLER COMMUNITY CENTER RECOMMENDATION: · It is recommended that the Redevelopment Agency take the following actions: · Award the contract for the flooring repair at the Clifton C. Miller Community Center to Flooring Concepts, subject to final approval of the contract by the City Attorney. · Authorize a change order to HNTB, Project Manager, for preparation of the bid package, coordination of the bid advertisement, contract administration and inspection of the work. FISCAL IMPACT It is estimated that the total project cost will not exceed $36,097.00. There is an adequate balance in the Civic Center Capital project account to fund the proposed remedial work. BACKGROUND AND DISCUSSION The Civic Center was substantially complete on May 31, 1993. At that time, the flooring in the Community Center seemed satisfac- tory. The Project Manager discovered a bubbling problem after the Substantial Completion punchlist inspection was completed. The existing sheet vinyl flooring is bubbling and the leveling compound is lumpy beneath the flooring. Calcium chloride tests were preformed by Western Floor Testing in the southeast, northwest and center sections of the floor. The results indicate a water vapor emission from beneath the existing slab floor. This problem has made the flooring unsafe for public use. The City's insurance policy will cover the cost of the removal and replacement of the flooring only less a $10,000 deductible. The bid details reveal that the removal and replacement costs are $9,945.00 with the remainder of costs for vapor tests and floor seal. Consequently, there will be no reimbursement from the insurance company. City Council Report Award of Contract for Flooring Repair at the Clifton C. Miller Community Center February 22, 1994 Page 2 The Project Manager~ prepared specifications for the repairs in consultation with Western Floor Testing, a recognized expert in the field. The bid was advertised from January 20 - February 10, 1994. Three flooring contractors picked up bid packages but only Flooring Concepts submitted a bid. Staff reviewed the bid package and checked the references of the contractor. The estimated project budget with the bid award would be a follows- PROJECT BUDGET A. Flooring Concepts Bid $28,457.00 B. HNTB project management 2,640.00 C. Contingency allowance 20% 6,000.00 D. Total Budget Appropriation $36,097.00 In the event that the vapor emission test results are 15 lb./1000 sq. ft. or higher after demolition and a 7 day drying period, alternate methods of sealing the floor would have to be investigated with the consultant. To mitigate against such a condition, it is recommended that the Agency also include a $6,000.00 contingency allowance in the project budget. Please note that there is adequate balance in the Civic Center Capital project account to fund the estimated $36,097 project costs.
