SUBJEC~ AWARD OF BID FOR CONSTRUCTION OF THE TUSTIN SPORTS PARK
RECOMMENDATION:
Award a contract for the construction of the Tustin Sports Park to
E. A. Mendoza Contractors 'of Buena Park in the amount of
$2,625,288.
FISCAL IMPACT:
With action the City Council took on June 21, 1992, there are funds
appropriated for full project costs (includes the $2,625,288 for
the construction bid of the park and other expenses necessary for
project management, permits, and architectural fees and expenses.)
Additional adjustments to the .original $3,661,559 project
appropriation will be made as part of the mid-year budget review or
94-95 budget preparation to reflect an estimated lower total
project cost of approximately $3.4 million.
The amount of the bid is below the architect's 50 percent working
drawing estimate of $3,396,650. Alternate #1, soccer field
lighting has been based on previous City Council direction.
Alternate #2 is a deletion.
BACKGROUND AND DISCUSSION:
On November 15, 1993, the City Council approved plans and
specifications and authorized advertisement for bids for the
construction of the Tustin Sports Park. On January 21, 1994,
'sealed bids for the project were opened. The bid opening was
originally scheduled for January 18, 1994. However the date was
changed to' January 21, 1994 in consideration of regional
communication and transportation problems as a result of the
January 17, 1993 earthquake.
Ten sealed bids for the project were received. The three low bids,
including the additional Alternate #1 for soccer field lighting,
were as follows:

A complete listing of all bids submitted' has been
included as an attachment.
After an extensive reference check of the contractor and
subcontractors, a review of the bid by the project manager and a
determination that the contractor holds a valid contractor,s
license, staff has determined that E. A. Mendoza has submitted the
lowest qualified bid.
Construction of the project will begin shortly after the award of
contract. Project completion is expected sometime in spring 1995.
