PRESENTATION
1. OLD TOWN EDUCATIONAL VIDEO PROJECT
Staff has worked jointly with the Cultural Resources Advisory Committee on the
production of a video cassette that focuses on the City's significant Old Town
historic residential and commercial structures, including anecdotes of and
interviews with long-time residents.
Recommendation: Receive and file subject report as recommended by the
Community Development Department.
PUBLIC HEARING
1. RED HILL UNDERGROUND UTILITY DISTRICT NO. 14
.
On December 6, 1993, the City Council held a Public Hearing on the potential
formation of the Red Hill Avenue Underground Utility District No. 14.
Recommendation: Continue the Public Hearing for the potential formation of the
Red Hill Avenue Underground Utility District No. 14 to Tuesday, February 22,
1994 as recommended by the Public Works Department/Engineering Division.

The Planning Commission has adopted Resolutions recommending that the City
Council certify the Final Environmental Impact Report 94-1 for the Tustin Area
General Plan Update and approve General Plan Amendment 94-1, updating ali
General Plan Elements of the Tustin General Plan with incorporation of an Errata.
Recommendation: Pleasure of the City Council.

Recommendation: Approve the City Council Minutes of January 3, 1994.

APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation' Approve Demands in the amount of $877,394.50 and
ratify Payroll in the amount of $308,107.74.

REJECTION OF CLAIM NO. 93-53 - CLAIMANT, SOUTHERN CALIFORNIA GAS

Recommendation: Reject subject claim for property damage in the amount of
$554.71 as recommended by the City Attorney.
REJECTION OF CLAIM NO. 93-52- CLAIMANT, UC VAN NGUYEN; DATE OF

Recommendation: Reject subject claim for property damage in the amount of

RESOLUTION NO. 94-9 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, MODIFYING THE DESIGNATED POSITIONS
CONTAINED IN THE CONFLICT OF INTEREST CODES OF THE CITY OF 'i'US'FIN
Recommendation: Adopt Resolution 94-9 modifying the Designated Positions
(Appendix A) contained in the City's Conflict of Interest Codes as
recommended by the Office of the City Clerk.

AWARD OF CONTRACT FOR ANNUAL ASPHALT CONCRETE PAVEMENT
REPAIR PROGRAM ....
Recommendation: Award subject contract to All American Asphalt in the
amount of $199,900.00 as recommended by the Public Works Department/
Engineering Division.

Recommendation: Adopt Resolution No. f~-. 16 approving plans and
specifications and authorizing the advertisement for bids for the modification
of the traffic signal at the intersection of Red Hill Avenue and irvine Boulevard
as recommended by the Public Works Department/Engineering Division.

RESOLUTION NO. 94-15 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING LOT LINE ADJUSTMENT NO. 93-7
Recommendation: Adopt Resolution No. 94-15 approving Lot Line
Adjustment No. 93-7 as recommended by the Public Works
Department/Engineering Division.
RESOLUTION NO. 94-17 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS
FOR SIDEWALK, CURB & GUTTER, AND INTERLOCKING PAVER REPAIR
PROJECT 1993-94 FY
Recommendation: Adopt Resolution No. 94-17 approving plans and
specifications for subject project and directing the City Clerk to advertise for
bids as recommended by the Public Works Department/Engineering Division.
10. cOOPERATIVE AGREEMENT NO. D93-179 WITH THE COUNTY OF ORANGE
TO PROVIDE FOR THE RESURFACING OF NEWPORT AVENUE
Recommendation: Authorize the Mayor to sign and the City Clerk to attest
to the subject Cooperative Agreement as recommended by the Public Works
Department/Engineering Division.
11. COUNTY OF ORANGE AGREEMENT D93-142
Recommendation: Approve Agreement No. D93-142 with the County of
Orange Environmental Management Agency as recommended by the Public
Works Department/Engineering Division.
12. RENEWAL OF CONTRACT FOR TREE TRIMMING SERVICES
-Recommendation: Renew the contract for contract tree trimming with West
Coast Arborists in the amount of $198,666.00 including two (2) minor
changes as recommended by the Public Works Department/Field Services
Division.

1. REVISED AGENDA FORMAT
In reviewing agenda formats from other agencies, staff has found that agendas
that are consecutively numbered appear to be easier to follow for public, staff
and the governing body.
Recommendation: Pleasure of the City Council.
REPORTS
1. PLANNING COMMISSION ACTION AGENDA - JANUARY 10, 1994
All actions of the Planning Commission become final unless appealed by the City
Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of January
10, 1994.
2. TUSTIN SPORTS PARK DESIGN UPDATE
The City Council has requested updates on the progress of the preparation of
the working drawings and bid specifications for the Sports Park.
Recommendation' Receive and file subject report as recommended by the
Community Services Department.
3. AIRPORT STATUS REPORT
The City's noise consultant has prepared a review of the most recent County-
prepared John Wayne Airport Noise Abatement Program quarterly report for the
second qUarter of 1993.
Recommendetion' Receive and file subject report as recommended by the
Community Development Department.
4. REPORT ON FARMERS MARKET BUSINESS LICENSE REQUIREMENT
Mayor Ports, at the regular City Council meeting on January 3, 1994, requested
that staff evaluate current City business license requirements as they pertain to
the recently approved Farmers Market at the vacant lot at the northeast corner
of El Camino Real and Third Street.
