HomeMy WebLinkAbout13 PREFERENTIAL PERMIT ONLY PARKING WITHIN THE WALNUT PARK/BROADMOOR NEIGHBORHOOD• Agenda Item 13 N :m AGENDA REPORT Reviewed: i— City Manager Finance DirN/A MEETING DATE: OCTOBER 6, 2015 TO: JEFFREY C. PARKER, CITY MANAGER FROM: DOUGLAS S. STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: FIRST READING OF ORDINANCE NO. 1458 TO AMEND CITY CODE SECTION 5331n BY ESTABLISHING PREFERENTIAL PERMIT ONLY PARKING WITHIN THE WALNUT PARK/BROADMOOR NEIGHBORHOOD SUMMARY Residents on several streets in the Walnut Park/Broadmoor neighborhood have expressed concerns regarding overnight parking of non-resident vehicles on their streets, along with associated trash and night time activities. In order to mitigate these issues, they have requested permit parking. Night time parking surveys were performed on these streets which determined that most streets are impacted by non-resident parking. All streets within the neighborhood are included in this recommendation for establishment of permit parking in order to provide consistency throughout the neighborhood. RECOMMENDATION That the City Council introduce and have the first reading of Ordinance No. 1458 to establish preferential permit only parking within the Walnut Park/Broadmoor neighborhood consisting of Almside Drive, Atherton Lane, Birmingham Place, Denbigh Lane, Foresterra Lane, Grassmere Lane, Hamlet Lane, Kipling Lane, Langdale Lane, Penrith Lane, Tenby Lane, Tupelo Lane, Walden Lane, Wildeve Lane, and Windemere Lane, and set the second reading for the Council's next scheduled meeting. FISCAL IMPACT There will be minimal fiscal impact to implement permit parking on these streets. Permits are issued by the Tustin Police Department at no fee and parking enforcement will be applied by routine patrol. It is estimated that the cost to install permit parking signage for this neighborhood will be approximately $3,000. Funding is currently available in the FY 2015/2016 Public Works/Engineering Division and Field Services operating budgets to accommodate this work. CORRELATION TO THE STRATEGIC PLAN Permit parking contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements or fosters the implementation of strategy #3, which among other items, is to ensure continuous maintenance and improvement of traffic control and transportation facilities. Permit Parking —Walnut Park/Broadmoor Neighborhood October 6, 2015 Page 3 Although street privatization was briefly discussed, most of the conversation revolved around the City's permit parking policy. It was pointed out that on-site parking is limited throughout the neighborhood because most homes have driveways that are too short to allow parking. All homes have two -car garages. However, the board members felt that many homeowners relied on storage within the garages due to lack of space in their homes. On April 13, 2015, the City received questions from a member of the HOA board pertaining to street and sidewalk maintenance, which would be a factor if privatization of streets were to be considered. He was told the streets and sidewalks will be a part of next year's citywide street and sidewalk annual rehabilitation program. In passing, he did expressed concern regarding the requirement to park in garages in order to receive parking permits if preferential permit parking is implemented under the current policy. Subsequently, in June 2015 several residents requested permit parking on their individual streets within the neighborhood via email and letter correspondence. They were informed that a permit parking item will be taken to the City Council in the near future. All surveyed streets are 36 feet wide with parking on both sides. Approval of permit parking on these streets will reduce nightly parking by residents from nearby apartments and other areas in front of single family homes and allow parking for adjacent residents and guests who qualify for permits. To assist with the demand and to increase public parking opportunity in the area, the previous "no parking" restriction along the north side of Nisson Road between Newport Avenue and Red Hill Avenue was removed in June 2015. In addition, red curb area along Mitchell Avenue has been reduced. Implementation of this proposed action is categorically exempt from the California Environmental Quality Act (CEQA) as provided under CEQA Guidelines Section 15301, Class 1 (Existing Facilities — minor alteration in the operation of the existing City roadway system). Under these guidelines, certain criteria were identified which must be met in order for an area to qualify as a permit parking zone. One requirement is that a parking analysis be completed by the Public Works Department to determine the extent of impacts in a single family neighborhood by non-resident parking. Following preferential permit parking consideration and implementation in late September 2014 for Debusk Lane, Walter Avenue, Raleigh Place and Del Amo Avenue, between Nisson Road and Mitchell Avenue, a member of the Walnut Park/Broadmoor Homeowners Association Board requested an early morning parking survey. With the exception of the three entry streets (Tupelo Lane, Tenby Lane and Atherton Lane) where the curb is painted red and parking is prohibited, the survey was performed on all neighborhood streets between the hours of 4:00 AM and 6:00 AM on Thursday, October 23, 2014, through Sunday, October 26, 2014. The results indicate that six of the twelve streets surveyed were experiencing more than 50% of non-resident parking. Four-day parking totals for these streets are listed below: Non-Resident Resident Non-Resident % Resident % Birmingham Place 37 24 61% 39% Foresterra Lane 50 14 78% 22% Grassmere Lane 46 6 88% 12% Kipling Lane 32 19 63% 37% Langdale Lane 20 13 61% 39% Penrith Lane 53 39 58% 42% The remaining six streets were experiencing less than 50% non-resident parking by at the time of the parking survey as indicated in the four-day parking totals below: Non-Resident Resident Non-Resident % Resident % Almside Drive 6 7 26% 74% Denbigh Lane 7 5 32% 68% Hamlet Lane 17 46 27% 73% Walden Lane 8 16 33% 67% Wildeve Lane 32 68 32% 68% Windemere Lane 43 56 43% 57% From a neighborhood-wide perspective, a total of 684 parked cars were counted over the four-day period. Of these, 351 cars belonged to non-residents and 333 cars belonged to residents, meaning 51% of cars belonged to non-residents. As the results show, some streets are more impacted than others. Following the parking survey City staff met with some HOA board members on January 21, 2015, to discuss options to resolve the parking problems. Two possibilities were discussed: 1. Permit parking 2. Privatization of the streets ATTACHMENT 1 Policies and procedures for Preferential Permit Parking on Public Streets TUSTIN bull r:NG iJUR H.luRJ I!7NC.41NG UU1, G51' CITY OF TUSTIN POLICY AND PROCEDURES PREFERENTIAL PERMIT PARKING ON PUBLIC STREETS October 7, 2008 The Tustin City Council may adopt the following Policy and Procedures for the criteria, application, evaluation, administration, fees and implementation of Permit Parking as applicable to public streets within the City.
