WILSON, DIRECTOR, PARKS & RECREATION SERVICES SUBJECT: AUTHORIZATION TO USE NATIONAL PURCHASING PARTNERS FOR THE FRONTIER PARK WATER PLAY RECIRCULATION SYSTEM (CIP NO. 20076) SUMMARY: Approval of resolution 15-71 will authorize the City of Tustin to contract for the purchase and installation of a recirculation system for the Frontier Park water play area utilizing the National Purchasing Partners (NPP) cooperative purchasing program. RECOMMENDATION: 1. Staff recommends that City Council approve Resolution 15-71, authorizing the use of the National Purchasing Partners (NPP) cooperative purchasing program to contract for the purchase and installation of a recirculation system for the water play area at Frontier Park. FISCAL IMPACT: The water play recirculation system at Frontier Park is included in the 2015-2016 Capital Improvement Program. A portion of the funding ($260,700) will come from a Housing and Community Development grant and the balance will be taken from the Park Development fund. The estimate for this project is $352,161. Using NPP to contract for this project will provide a 5% savings on the recirculation equipment as well as the installation. CORRELATION TO THE STRATEGIC PLAN: This project advances Goal A of the City of Tustin Strategic Plan regarding Economic and Neighborhood Development by making improvements to existing parks to expand recreational activities. BACKGROUND: In April 2014, a new water play element at Frontier Park was constructed using equipment from Vortex Aquatic Play Solutions. In July 2014, due to the state drought conditions, the decision was made to cease operating the water play element. It was decided at that time to pursue the installation of a retrofit recirculation system that would treat the water used in the system so it could be safely recycled. NPP uses a Lead Public Agency to publicly solicit and award competitively bid contracts through a Request for Proposal process. The Lead Agency for the contract with Vortex is the League of Oregon Cities. This contract allows for the purchase and installation of the recirculation system equipment at a 5% cost savings for each and there are no fees or agreements associated with the program. Staff is recommending the use of NPP to secure the recirculation system equipment and installation due to the time constraints of the grant funds as well as the specialized nature of the work required for this project. The Housing and Community Development (HCD) grant funding ($260,700) for this project must be requested by April 30, 2016, and used by June 30, 2016. Utilizing the NPP program will expedite the purchasing process so that these timelines can be met. The technical nature of the recirculation system and the need to make sure it is operating correctly to treat the water are both important aspects of the project. The NPP process will also ensure that Vortex compatible equipment and a Vortex certified installer can be used which will allow for a quicker installation and safer end result. This project was identified by the Community Services Commission as the next to be completed on their seven-year Capital Improvement Project Priority List. Ily 6aYA A. Wilson, Director Parks & Recreation Services RESOLUTION NO. 15-71 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE USE OF THE NATIONAL PURCHASING PARTNERS COOPERATIVE PURCHASING PROGRAM TO CONTRACT FOR THE PUCHASE AND INSTALLATION OF A WATER PLAY RECIRCULATION SYSTEM AT FRONTIER PARK (CIP No. 20076) WHEREAS, it is the intention of the City of Tustin to install a water play recirculation system at Frontier Park, 1400 Mitchell Avenue, and; WHEREAS, Section 1624, Item C of the Tustin Municipal Code authorizes the use of government purchasing programs to obtain equipment more cheaply or efficiently; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin, California does hereby authorize the purchase and installation of a water play recirculation system for Frontier Park (CIP No. 20076) from Vortex Aquatic Play Solutions utilizing a competitively bid contract through the National Purchasing Partners cooperative purchasing program; PASSED AND ADOPTED by the City Council of the City of Tustin at a regular meeting held on the 6th day of October 2015.
