SUBJECT: ADOPT RESOLUTION NO. 15-23 TO ACCEPT IMPROVEMENTS FOR THE
ARMSTRONG AVENUE (CIP NO. 70201) AND WARNER AVENUE (CIP NO.
70202) EXTENSION PHASE 2 STREET IMPROVEMENTS CONSTRUCTION
PROJECT AND AUTHORIZE THE CITY ENGINEER TO FILE A NOTICE OF
COMPLETION
SUMMARY
Construction of the Armstrong Avenue (CIP No. 70201) and Warner Avenue (CIP No. 70202)
Extension Phase 2 Street Improvements Construction Project has been completed to the
satisfaction of the City Engineer and is now ready for City Council acceptance.
RECOMMENDATION
It is recommended that the City Council take the following actions:
1. Adopt Resolution No. 15-23 accepting the construction of the Armstrong Avenue (CIP No.
70201) And Warner Avenue (CIP No. 70202) Extension Phase 2 Street Improvements
Construction Project; and
2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange
County Recorder's Office.
FISCAL IMPACT
The final construction cost for the Armstrong Avenue (CIP No. 70201) and Warner Avenue (CIP
No. 70202) Extension Phase 2 Street Improvements Construction Project is $11,297,079.37,
including authorized contract change orders in the amount of $744,116.75. $17,076,373 was
appropriated in the Fiscal Year 2014-2015 Capital Improvement Program covering the costs of
construction, construction management and engineering, geotechnical and materials testing and
construction contract contingency.
CORRELATION TO THE STRATEGIC PLAN
The construction of Armstrong Avenue (CIP No. 70201) and Warner Avenue (CIP No. 70202)
Extension Phase 2 Street Improvements Construction Project contributes to the fulfillment of the
City's Strategic Plan Goal A: Economic and Neighborhood Development. Specifically, the project
implementation of Strategy 1, which among other items, is to develop critical phases of Tustin
Legacy.
DISCUSSION
The street improvements of Armstrong Avenue from Warner Avenue to Barranca Parkway and
Warner Avenue from Red Hill Avenue to Tustin Ranch Road, including storm drain, wet utility, dry

utility and traffic signals construction is deemed complete to the satisfaction of the City Engineer
and is now ready for City Council acceptance.

RESOLUTION NO. 15-23
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF
COMPLETION FOR THE ARMSTRONG AVENUE AND WARNER
AVENUE EXTENSION PHASE 2 STREET IMPROVEMENTS PROJECT -
CIP NOS. 70201& 70202
WHEREAS, R. J. Noble Company, having a contract with the City of Tustin to
construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and
completion of said public improvement hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions
of the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is
hereby accepted. Said public works and improvement is more particularly described as
follows:
Armstrong Avenue and Warner Avenue Extension Phase 2 Street Improvements
Construction Project - CIP Nos. 70201 & 70202
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 6th day of October, 2015.
