HUSTON, CITY MANAGER VALERIE WHITEMAN, CHIEF DEPUTY CITY CLERK REVISED AGENDA FORMAT RECOMMENDATION: Pleasure of the City Council FISCAL IMPACT: None BACKGROUND: In reviewing agenda formats from other agencies, staff has found that agendas that are consecutively numbered appear to be easier to follow for the public, staff and the governing body. .~%tached, for comparison, is a sample of the January 17, 1994 agenda and how it would appear utilizing the consecutive numbering format. This format would eliminate categories such as Ordinance for Introduction/Adoption, Old Business, New Business and Reports, and the individually numbered items within each category. The new ~ormat would basically consist of: "Public Hearing", "Consent Calendar" and "Regular Business" with numbering consecutive throughout. In addition to changing to consecutive numbering, staff is requesting that the City Council also consider the following changes: 1. Place Public Input prior to Public Hearing (this is suggested only for numbering reasons; however, if the Council preferred conducting Public Hearings prior to Public Input, the numbering could be adjusted accordingly). 2. Place all staff reports with a recommendation of "Receive and File" on the Consent Calendar. (Normally "receive and file" items are placed under Reports. With the elimination of a Reports section, "receive and file" items could be placed on the Consent Calendar. The Council generally approves several "receive and file" reports in one motion, and the items could be removed from the Consent Calendar for discussion if the Council desired). Revised Agenda Format Page 2, 1-17-94 3. Place Planning Commission Action Agenda on Consent Calendar (again, the Council could remove from the Consent Calendar if they desired). A consecutively numbered agenda format could possibly cause reproduction problems if, at the last minute, an item from the "front" of the agenda was pulled after the "back" half of the agenda had been reproduced. In this case, staff would insert a page indicating, i.e., "Agenda Item No. 14 was removed from the agenda" in order to maintain the consecutive numbering. RED HILL UNDERGROUND UTILITY DISTRICT NO. 14 On December 6, 1993, the City Council held a Public Hearing on the potential formation of the Red Hill Avenue Underground Utility District No. 14. Recommendation' Continue the Public Hearing for the potential formation of the Red Hill Avenue Underground Utility District No. 14 to Tuesday, February 22, 1994 as recommended by the Public Works Department/Engineering Division. e CITY OF TUSTIN GENERAL PLAN REVISION AND FINAL PROGRAM ENVIRONMENTAL IMPACT REPORT The Planning Commission has adopted Resolutions recommending that the City Council certify the Final Environmental Impact Report 94-1 for the Tustin Area General Plan Update and approve General Plan Amendment 94-1, updating all General Plan Elements of the Tustin General Plan with incorporation of an Errata. Recommendation' Pleasure of the City Council. AWARD OF CONTRACT FOR ANNUAL ASPHALT CONCRETE PAVEMENT REPAIR PROGRAM Recommendation: Award subject contract to All American Asphalt in the amount of $199,900.00 as recommended by the Public Works Department/ Engineering Division. REPORT ON FARMERS MARKET BUSINESS LICENSE REQUIREMENT Mayor Potts, at the regular City Council meeting on January 3, 1994, requested that staff evaluate current City business license requirements as they pertain to the recently approved Farmers Market at the vacant lot at the northeast corner of El Camino Real and Third Street. Recommendation: Authorize the Agency Executive Director to join the Orange County Economic Development Consortium as recommended by the City of Tustin Economic Development Council. AUTHORIZATION TO ADVERTISE FOR BIDS FOR FLOOR REPAIRS FOR THE CLIFTON C. MILLER COMMUNITY CENTER The existing sheet vinyl flooring is bubbling and the leveling compound is lumpy beneath the flooring. Testing results indicate a water vapor emission from beneath the existing slab floor. Recommendation: Approve plans and specifications and authorize advertisements for bids for floor repairs for the Clifton C. Miller Community Center, subject to final approval of the bid package by the City Attorney as recommended by the Community Development Department.
