STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROPRIATE FUNDS FOR ENGINEERING SERVICES FOR THE DESIGN, OF MOFFETT DRIVE EXTENSION AND KENSINGTON PARK DRIVE EXTENSION SUMMARY Following the City Council's approval of a School Facilities Implementation, Funding and Mitigation Agreement with Tustin Unified School District (TUSD) for the development of schools within Tustin Legacy, staff has solicited proposals for engineering services associated with the design of Moffett Drive and Kensington Park Drive surrounding the school site. Although these street extensions were incorporated in the FY 2015-17 Capital Improvement Program, staff did not propose funding for design efforts as the timing of these projects was uncertain. RECOMMENDATION Staff recommends that the City Council appropriate $350,000 from Fund 189 (Land Sale Proceeds). FISCAL IMPACT Staff estimates the cost to design these two street segments will be approximately $350,000. Should the City Council approve the staff recommendation, $350,000 will be appropriated from Fund 189 (Land Sale Proceeds), which has a fund balance of $46M. CORRELATION TO THE STRATEGIC PLAN The construction of Moffett Drive and Kensington Park Drive contributes to the fulfillment of the City's Strategic Plan Goal A: Economic and Neighborhood Development. Specifically, the implementation of Strategy 1, which among other items, is to develop critical phases of Tustin Legacy. This item also contributes to the fulfillment of Goal G: Strong Community and Regional Relationships. Specifically, this project implements Strategy #2, which encourages working collaboratively with agencies on issues of mutual interest and concern. DISCUSSION AND BACKGROUND The construction timeline TUSD provided to the City requires that design services for Moffett Drive and Kensington Park Drive surrounding the 40-acre school site begin immediately. Staff has received proposals for all related design and engineering services and is requesting the City Council appropriate $350,000 from Fund 189 (Land Sale Proceeds).
