SUBJECT:
AWARD Of BID FOR THE PIONEER ROAD PARK (PROJECT NO. 2053)
SUMMARY:
The bid opening for the Pioneer Road Park Capital Improvement Project was held on
March 26, 2003. City Council is requested to award the bid to Ecology Construction,
Inc., in the total amount of $1,897,554.80.
RECOMMENDATION:
It is recommended that:
1. The City Council award the contract to Ecology Construction, Inc. of Canoga
Park in the amount of $1,897,554.80, subject to the approval of contract
requirements by the City Attorney and final execution.
2. The City Council reject the bid of ABEAM Construction, Inc. of Covina, California,
as being non-responsive.
FISCAL IMPACT:
Construction of the Pioneer Road Park is funded through Park Development and
Proposition 12 Park Bond Act Grant Funds. The total appropriation of $2,100,000 was
included in the 2002/2003 Capital Improvement Program. The Park Development fund
balance as of April 1,2003 was $6,107,425.
BACKGROUND:
The scope of work includes the improvement of the 3.1-acre site on Pioneer Road near
the intersection of Pioneer Road and Jamboree. Two separate tot lots, a restroom
building, picnic shelter, walkways, landscaping, open play areas, game court and
parking lot will be complemented by a 900 sq. ft. water play area.
ABEAM Construction, which submitted a base bid lower than Ecology Construction,
failed to be responsive due to not clearly identifying adequate quantities in the bid
proposal packet and submitting incorrect information on the Addendum modifications.
The City Attorney has reviewed the bid submittal of ABEAM Construction and has
deemed their submittal as non-responsive.
SUMMARY:
Sealed bids were opened on March 26, 2003; nine bids were received. The three
lowest bids were as follows:

References check of the contractor, review of the bid documents, and determination
that the contractor possesses a valid contractor's license have been completed. The
Risk Manager will complete a review of the required bonds and insurance certificates
and the City Attorney will review the contract. Construction is scheduled to begin
t~the end of M~ay. The project should be completed by the end of September.
