1. TENTATIVE PARCEL MAP 93-177 (PHILIP BETTENCOURT)
Subject property is located in the Irvine Industrial Complex and the applicant is
requesting authorization to subdivide the property into two parcels.
Recommendation: Approve Tentative Parcel Map 93-177 by adopting the
following Resolution No. 94-2, as submitted or revised, as recommended by the
Community Development Department:

2. ZONE CHANGE 93-002 (CALIFORNIA PACIFIC HOMES)
The applicant is proposing to amend Section 3.5 of the East Tustin Specific Plan
entitled "General Development Standards" to increase the maximum allowable
height of open trellis and beam constructions for patio structures in side yards
fr°m seven and one half feet to twelve feet.

The proposed project is a request to subdivide approximately 26 acres to create
29 numbered lots and 50 lettered lots to accommodate 88 detached
condominium dwelling units. Located in Sector 2 of the East Tustin Specific
Plan, the site is bordered by Jamboree Road to the east, Pioneer Road to the
south, and Peters Canyon Regional Park to the west and north.

5. APPEAL OF SIGN PERMIT, BILLBOARD SIGN AT 1782 NISSON ROAD (3M
NATIONAL)
The appellant has filed an appeal of the Building Board of Appeals' action related
to City Code Section 9403(a) for failing to obtain a sign permit, Section
9404al(k) related to prohibited signs and Section 9405(e) related to
nonconforming signs.
Recommendation: Adopt the following Resolution No. 94-13 upholding the
decision of the Building Board of Appeals' determination that 3M National
Advertising is in violation of City Code Section 9403(a) for failure to obtain a
sign permit for the billboard sign constructed at 1782 Nisson Road as
recommended by the Community Development Department:

1. U.S. DEPARTMENT OF EDUCATION APPLICATION FOR PUBLIC BENEFIT
TRANSFER OF SURPLUS FEDERAL REAL PROPERTY
The Federal Department of Education has requested that a formal application be
submitted which details the City's interest in future educational reuses of the
Marine Corps Air Station, Tustin, and identifies the specific public benefit which
would occur from the transfer.
Recommendation: Adopt the following Resolution No. 94-8 approving an
application to the U.S. Department of Education for the public benefit transfer
of surplus Federal real property (MCAS, Tustin) for educational use by the City
as recommended by the Community Development Department:

Mayor Ports has requested that the City provide meeting space to TEAM at
noon on the third Tuesday of each month in the Tustin Area Senior Center at no
cost to the organization.

1. PLANNING COMMISSION ACTION AGENDA - DECEMBER 13, 1993
All actions of the Planning Commission become final unless appealed by the City
Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of December
13, 1993.
2. INVESTMENT REPORT AS OF OCTOBER-31, 1'993
City of Tustin monthly investment report.
Recommendation: Receive and file subject report as recommended by the
Finance Department.
3. 1993-94 CAPITAL IMPROVEMENT PROJECTS SCHEDULE/STATUS REPORT
QUARTERLY UPDATE (FIRST QUARTER)
A graphical charting report of the schedule/status for the 1993-94 Capital
Im~-ovement Program as of the fiscal year's first quarter.

4. MEASURE "M" TURN BACK ADVANCEMENT PROGRAM
The Orange County Transportation Authority has initiated the Measure "M" Turn
Back Advancement Program for advancing funds to be supported by tax exempt
debt.
Recommendation: Receive and file subject report as recommended by the
Finance Department.
5. PROJECT FUNDING FOR AB 2766 PROGRAM
AB 2766 funds must be used solely to reduce pollution from motor vehicles and
for related planning, monitoring, enforcement, and technical studies necessary
for the implementation of State and regional clean air goals within the City.
Recommendation: Approve and authorize the use of City AB 2766 funds to
offset costs associated with development of an Air Quality/Rideshare program
to reduce vehicle emissions with the City; and authorize the City Manager to
approve additional AB 2766 expenditures, consistent with Air Quality
Management District guidance, throughoutthe 1993-94 program year as needed
as recommended by the Community Development Department.
6. TUSTIN SPORTS PARK DESIGN UPDATE
The City Council has requested updates on the progress of the preparation of
the working drawings and bid specifications for the Sports Park.
Recommendation: Receive and file subject report as recommended by the
Community Services Department.
7. CITIZEN CONCERN REGARDING TRAFFIC OPERATIONS AT TUSTIN RANCH
ROAD AND IRVlNE BOULEVARD
At the December 6, 1993 City Council meeting, Mr. James Plesetz expressed
concern regarding the northbound Irvine Boulevard left-turn movement onto
westbound Tustin Ranch Road.
Recommendation: Receive and file subject report as recommended by the Public
Works Department/Engineering Division.
8. STATUS UPDATE - TRAFFIC STUDY AT THE INTERSECTION OF EL CAMINO
REAL AND ORANGE STREET
At the November 15, 1993 City Council meeting, Mayor Potts expressed
concern regarding school children crossing El Camino Real at Orange Street.
Recommendation: Receive and file subject report as recommended by the Public
Works Department/Engineering Division.

9. ORANGE C. !TY FIRE DEPARTMENT EPORT
WILDLAND/URb~N INTERFACE AREAS IN TUSTIN r~ANCH
REGARDING
At the December 6, 1993 City Council meeting, Councilmember Thomas
requested a report from the Orange County Fire Department regarding the fire
risks to the City at the Wildland/Urban interface areas adjacent to Tustin Ranch.
Recommendation: Receive and file subject report as recommended by the
Community Development Department.

CLOSED SESSION
The City Council will recess to Closed Session to meet with its designated
representatives regarding labor relations matters pursuant to Government Code
Section 54967.6; and pursuant to Government. Code Section 54956.8 to give
instruction to the City's negotiator regarding negotiations with D. & D. Development
and Advance Real Estate Services concerning the purchase of the real property
located at 14482-14492 Newport Avenue, Tustin; and pursuant to Government
Code Section 54956.8 to give instruction to the City's negotiator regarding
negotiations with Case-Swayne Company, Inc. concerning the purchase of the real
property located at 1021 Edinger Avenue, Tustin.
ADJOURNMENT
The City Council has scheduled a Town Hall meeting on January 11, 1994, 7:00
p.m., at the Tustin Meadows West Clubhouse, 14702 Devonshire Avenue, Tustin;
and the next regular meeting of the City Council is scheduled for Monday, January
17, 1994, 7:00 p.m., at the Council Chambers, 300 Centennial Way.
