DECLARATION OF SURPLUS PROPERTY
SUMMARY:
The City has accumulated a large quantity of obsolete and/or damaged computer and
other equipment. The listed equipment is no longer usable or required for public use.
RECOMMENDATION:
1. Declare the listed equipment surplus and not required for public use.

Authorize staff to donate the surplus mobile phones to the Kiwanis Club of Tustin
for refurbishment and distribution.

Authorize staff to donate surplus MAVS equipment to Orange County
Communications for use as parts for repairs on units still in service.

Authorize staff to sell/have auctioned serviceable equipment of value and
dispose of assets beyond repair.

Authorize staff to dedicate proceeds of sale to Senior Center Computer Lab
Project.
FISCAL IMPACT:
No cost to the City, minimal return on auction items.
BACKGROUND:
The City no longer uses the equipment listed; it has exceeded its useful service life.
Staff proposes to offer these items for auction and those deemed beyond repair to be
destroyed.
The Kiwanis Clubs continue a program with Motorola Corporation whereby old cell phones
are refurbished and distributed as emergency phones. They currently are given to elderly
people with health problems and victims of violent crimes. Staff would propose we donate
our surplus mobile phones to the Tustin Kiwanis Club.
Orange County Communications utilizes the old Mobile Audio Video Systems (MAVS) for
parts to repair units still in service. These units are not manufactured currently and parts
are not available on the open market. This benefits both the Tustin Police Department and
the County.
The attached list comprises items that need to be declared surplus in order to be
auctioned, sold, or donated or otherwise disposed of.
