AWARD OF CONTRACT FOR THE ANNUAL ASPHALT CONCRETE
REHABILITATION AND OVERLAY PROJECT, FY 1995-96 (CIP NO. 700001)
RECOMMENDATION
It is recommended that the Tustin City Council, at their meeting of December 4, 1995, award
the FY 1995-96 Asphalt Concrete Rehabilitation and Overlay Project contract to All American
Asphalt, in the amount of $487,639.00,
FISCAL IMPACT
The street rehabilitation/overlay project will be funded from the 1995-'96 FY CIP-Major
Maintenance Program with a budgeted amount of $600,000.00. The Major Maintenance
Program is part of the City's on-going Maintenance of Effort (MOE) requirements for Measure
M and Proposition 111. In order to fully meet the MOE requirements, additional work will be
added to this project as a contract change order.
BACKGROUND
The FY 1995-96 Major Maintenance Program combines the annual asphalt concrete
rehabilitation/overlay and the slurry seal operations in one project. This project includes repair
and resurfacing or slurry seal of various streets between the I-5 Freeway and Irvine Boulevard
and between the SR-55 Freeway and Browning Avenue as shown on the attached locations maps.
Five (5) bids were received on November 16, 1995 and are summarized as follows:
All American Asphalt, Corona ......................................... $487,639.00
Silvia Construction, Rancho Cucamonga ................................ $507,172.85
R.J. Noble Co., Orange .................................................$520,184.95
Sully-Miller Contracting Co., Anaheim ............................. ,.. $566,500.00
Excel Paving Co.', Long Beach ......................................... $576,947.48
The low bid is 11.4% below the engineer's estimate of $550,133.16. The references and the
Contractor's State License of All American Asphalt have been checked and are appropriate for
the subject project.
