AWARD OF CONTRACT FOR STREET IMPROVEMENTS FOR EDINGER
AVENUE WIDENING FROM 2500' WESTERLY OF JAMBOREE ROAD TO
HARVARD AVENUE (PROJECT NO. 700127)
RECOMMENDATION
It is recommended that the Tustin City Council at their meeting of December 4, 1995 award the
contract for the Edinger Avenue widening from 2500' westerly of Jamboree Road to Harvard Avenue
(Project No. 700127) to Cornerstone C&M, Inc., dba Sully-Miller Contracting Company, Anaheim,
California, in the amount of $874,785.48.
FISCAL IMPACT
The City's Capital Improvement Program/Budget for 1995-96 FY provides $1,029,550 for Final
Design and construction of this project. The low bid is approximately 1% below the engineer's
estimate of $884,500.00
Construction funding for this project will be provided as follows:

BACKGROUND
Bids were opening on November 16, 1995 for the subject project and six (6) bids were received as
follows:

This project provides for the widening of Edinger Avenue to Major Arterial Standards from 2500'_
westerly of Jamboree Road to Harvard Avenue. Completion of this project is necessary in order to
accommodate the Eastern Transportation Corridor and the grade separation for the Jamboree
Road/Edinger Avenue intersection, both during and after construction.
All necessary encroachment permits have been obtained from outside agencies and/or utility
cOmpanies.
The references and the State Contractor's license of Sully-Miller Contracting have been checked and
verified and are appropriate for the subject project. In addition, Sully-Miller Contracting has worked
on City projects previously and their work was satisfactory.
