GRANT APPLICATION
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 95-123
approving the following actions:

Approve the filing of an application to the California Trade
and Commerce Agency for a California Defense Adjustment
Matching Grant to offset planning costs associated with the
City's development of a reuse 'plan for Marine Corps Air
Station (MCAS), Tustin;
·
Appoint the Assistant City Manager or her authorized
representative as the agent to apply, approve, sign and
execute in the name of the City of Tustin any documents
necessary for applying for funding under the California Trade
and Commerce Agency's Defense Adjustment Matching Grant
Program and for entering into an agreement, including any
amendments thereto, with the Trade and Commerce Agency in the
event that funding is awarded under that program.
FISCAL IMPACT
If approved, the proposed grant request would partially reimburse
the City of Tustin for up to $66,174 (50%) of its estimated
matching contribution costs ($132,348) associated with the
development of the MCAS, Tustin Business and Development Plan,
Reuse Planning support and an engineering design study for roadways
on the Base. Of the $132,348 matching contribution, the City
committed $79,409 in in-kind services and $52,939 in cash.
Significant savings to the General Fund could be realized if the
City were to receive approval for this grant request.
BACKGROUND
In 1993, the California Trade and Commerce Agency created the
California Defense Adjustment Matching Grant Program providing
funding for cities and counties impacted by cutbacks in defense
spending and military base closure. These funds are intended to
offset local government federal grant assistance matching fund

requirements associated with the development of military base reuse
plans and other defense conversion programs.
In September of this year, the City of Tustin formally received an
award of $397,043 from the federal Department of Defense Office of
Economic Adjustment for community planning assistance necessary for
the development of a BUsiness and Development Plan, Reuse Planning,
staffing and Circulation Study for the Marine Corps Air Station
(MCAS), Tustin. The Office of Economic Adjustment grant required
that the City commit to fund (match) a portion of the cost
associated with the above grant. This matching cost is currently
estimated at approximately $132,348; $79,409 of the $132,348 match
was committed in the form of in-kind services, while the remainder
of $52,939 was committed in the form of cash.
Anticipated City costs of $66,174 would qualify for reimbursement
through the California Defense Adjustment Matching Grant Program.
However, a condition of application is that the City Council
formally authorize the filing of an application for the
reimbursement of these costs and appoint an authorized
representative to apply, approve, sign and execute documents in the
name of the City of Tustin.
CONCLUSION
Staff recommends that the .Tustin City Council adopt Resolution No.
95-123 to provide the authorization needed to apply for and receive
these grant funds.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TUSTIN, CALIFORNIA,
AUTHORIZING THE APPLICATION FOR TRADE
AND COMMERCE FUNDS TO OFFSET PLANNING
COSTS ASSOCIATED WITH THE CLOSURE AND
REUSE OF MARINE CORPS AIR STATION,
TUSTIN
The City Council of the City of Tustin, California, DOES
HEREBY RESOLVE as follows:
WHEREAS, in 1993 the California Trade and Commerce
Agency created the California Defense Adjustment Matching
Grant Program providing funding for cities, counties and
joint powers authorities impacted by cutbacks in defense
spending and military base closure; and
WHEREAS, .these funds are intended to offset local
government federal grant assistance matching fund
requirements associated with the development of military
base reuse plans and other defense conversion programs;
and
WHEREAS, the City of Tustin has formally received
award of a $397,043 grant from the federal Office of
Economic Adjustment for community planning assistance
necessary for the development of a Business and Development
Plan, Reuse Planning, staffing and a Circulation Study for
the Marine Corps Air Station (MCAS), Tustin, approved for
closure by the President and Congress of the United States
in 1991; and
WHEREAS, the Office of Economic Adjustment grant
required that the City commit to fund a portion of the cost
associated with the base reuse planning required for the
closure of MCAS, Tustin, the cost of which is currently
estimated at approximately $132,348;
WHEREAS, 50% of the City's of the costs associated
with these efforts qualify for reimbursement through the
California Defense Adjustment Matching Grant Program;
NOW THEREFORE, BE IT RESOLVED that the City Council:

Approves the filing of an application for the
reimbursement of these costs from the California
Trade and Commerce Agency; and
