REGULAR BUSINESS (ITEMS I THROUGH 4)
1. APPROVAL OF DEMANDS
Recommendation: Approve Demands in the amount of $110,244.74.
2. PURCHASE OF PROPERTY AT 14722 NEWPORT AVENUE
Staff initiated negotiations for the acquisition of property located at the northeastern
corner of Newport and Sycamore Avenues. As required by Redevelopment Law,' the
Agency obtained a full appraisal of the property resulting in a property market value
of $480,000 plus closing costs, and any proratiOn of taxes, bonds or assessments
on the property; and architectural services estimated at $50,000.'
Recommendation by the Community Development Department:
1. Adopt the following ResolutiOn No. RDA'95-8 certifying a Negative Declaration
dealing with the acquisition of the property:

REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA,
CERTIFYING THE FINAL NEGATIVE DECLARATION AS ADEQUATE FOR
ACQUISITION OF THE SITE AT 14722' NEWPORT AVENUE, INCLUDING
REQUIRED FINDINGS PURSUANT TO THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT (CEQA)

Adopt the following Resolution No. RDA 95-10 making a finding of benefit of
any acquisition or rehabilitation activities at 14722 Newport Avenue for
development of a youth center:
RESOLUTION NO. RDA 95-10 - A RESOLUTION OF THE TUSTIN COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, FINDING
THAT THE USE OF TAXES ALLOCATED FROM THE SOUTH. CENTRAL
PROJECT AREA FOR THE PURPOSE OF ACQUIRING PROPERTY AND
REHABILITATION ACTIVITIES AT 14722 NEWPORT AVENUE WILL BE OF
BENEFIT TO THE PROJECT

Approve the Purchase and Sale Agreement by and between Lynda L. Lankford
as Trustee for the Estate of Physician Office. Services, Inc. and the Tustin
Community Redevelopment Agency for the property at 14722 Newport Avenue
for a youth center.

PROFESSIONAL SERVICES AGREEMENT FOR THE IRVINE BOULEVARD STORM
DRAIN PROJECT FROM EL MODENA (FO7) CHANNEL TO YORBA STREET (CIP
900024/RDA)
In FY 1990-91 the Tustin Community Redevelopment Agency approved funds for the
design and construction of the Amaganset Way Storm Drain Project' between the
North Tustin (F12) Channel and Acacia Drive· The intent of the project was to
relieve the flooding conditions on Irvine Boulevard. During the design phase many
alternatives were explored; however, it was determined that construction of the
Amaganset Way Project was not feasible due to physical constraints. The proposed
project will now design a relief storm drain backbone system along Irvine Boulevard,
with the potential for implementation of future branch systems north of Irvine
Boulevard.
Recommendation by the Public Works Department/Engineering Division:

Adopt the following Resolution No. RDA 95-9 so that tax funds allocated to the
Town Center Project Area may be used outside the boundaries of the Project
Area for the purpose of relieving the flooding conditions on Irvine Boulevard:

Authorize the City Council and staff to administrate a Professional Services
Agreement for the design and construction of the Irvine Boulevard storm drain
project improvements from El Modena (F07) Channel to Yorba Street.
4. APPROVAL OF MINUTES - NOVEMBER 6, 1995 REGULAR MEETING
Recommendation: Approve the Redevelopment Agency Minutes of November 6,
1995.

CLOSED SESSION - None
ADJOURNMENT- The next regular meeting of the Redevelopment Agency is scheduled
for Monday, December 4, 1995, at 7:00 p.m. in the Council Chambers at 300 Centennial
Way.
