STAFF CONCERNS:
5. Report on Actions taken at the November 6, 1995 City Council
Meetinq.
Staff reported on the subject agenda.
COMMISSION CONCERNS:
Commissioner Lunn
Thanked staff for efforts concerning the resolving of
issues with the convenience store and for the report on
conditions at the 55 Freeway McFadden Avenue exit.
Commissioner Mitzman
Presented an idea that public notices be posted on
properties by use of a 4' x 8' poster board sign.

Staff stated that on large projects with more than 1000
property owners noticed it is not uncommon for some cities to
use poster board noticing prepared by a sign company, but it
is not required by law. Such signs are quite expensive and
the Community Development Department is not in a budget
position to recommend that this is something than can be
implemented without direction and a budget allocation. Under
State law the City has the obligation to provide for public
noticing. Additional costs that would be associated with a
4' x 8' sign would have to be passed on at the application
stage and would require modification of the fee schedule which
would require an Ordinance. With the passage of Prop 62 the
city is placed at risk each time a fee increase is adopted.
Noted that the 5 Freeway interchange to the 55 south is
now open and has become a bottleneck because people are
waiting in the exit lane trying to merge left into the
thru-lanes. He inquired if something could be done to
request that traffic cones be placed there to relieve the'
problem.
Staff will .pass this information to the Public Works
Department and request they communicate with Caltrans.
Inquired about a boarded up building at Browning and E1
Camino.
Staff stated that the City.has acquired that property for
widening of the E1 Camino Real segment; the tenants have been
relocated and demolition will proceed once the asbestos
remediation has been completed.
Thanked staff for providing the trash can signs and
inquired if a supply could be provided for the Homeowners
Associations.
Staff stated that this has already been done.
Provided a copy to staff of a City of Corona brochure and
asked if the City of Tustin had one.
Staff stated that the City is now in the process of selecting
~a consultant to prepare both a brochure and quarterly
newsletters.

Commissioner Vandaveer
Inquired if the traffic light on Main Street at
Stoneglass, right before the underpass, was under City
control since it does not sense cars and constantly
rotates through.
Staff stated that this will be reported to Public Works with
a request to prepare a response to the Commission.
Commissioner Bone
Thanked staff for setting up the ride-along with
Redevelopment Project Manager, Dave Gottlieb and Code
Enforcement Office, Mark Galvan. He felt it very
beneficial and recommended that each of the Commissioners
sign up to take this ride-along.
Asked about the new legislation on satellite dishes.
Staff will provide a full report to the Commissioners on the
current status of the Public Utilities Commission regulation
on satellite dishes as it affects private operators and
telecommunications.
Inquired if all of the City bus benches had trash
containers.
Staff stated that if they do not at the present time, the new
trash contract does require the vendor to maintain all of the
shelter and bus bench locations which would-include trash
Cantainers.
Stated that he had an inquiry from someone at the Library
asking if the City would provide copies of City Council
Planning Commission and Parks and Recreation meeting
videos for public information.
Staff will pass this inquiry to the City Clerk's office.

Commissioner Kasalek
Asked for a follow up on the situation she had previously
reported at the Walnut Avenue railroad crossing for some
action by Santa Fe Railroad.
Staff will follow up through the Public Works Department.
ADJOURNMENT:
Commissioner Vandaveer moved, Lunn seconded, to adjourn the meeting
at 7:45 p.m. Motion carried 5-0.
The next regularly scheduled.meeting of the Planning Commission is
on November 27, 1995 beginning'at 7:00 p.m. in the City Council
Chambers at 300 Centennial Way, Tustin.
