1. Minutes of the October 9, 1995 Planning Commission Meeting.
Commissioner Kasalek corrected the comment attributed to her in the
Commission Concern section of the minutes, to reflect that the
trees were not bombarding pedestrians but that thrips were dropping
from the trees at E1 Camino and Main.
2. Denial of Variance 95-010.
Recommendation - It is recommended that the Planning Commission
deny Variance 95-010 by adopting Resolution No. 3396, as submitted'
Co,missioner Lunn moved, Vandaveer seconded, to approve the Consent
Calendar as corrected. Motion carried 5-0.

Commissioner Vandaveer moved, Lunn seconded, to approve the
Environmental Determination for the project by adopting Resolution
No. 340'1 assubmitted. Motion carried 5-0.
Commissioner Vandaveer moved, Bone seconded, to recommend to the
City Council approval of Code Amendment 95-004 by adopting
Resolution No. 3402 as submitted. Motion carried 5-0.

STAFF CONCERNS:

Report on Actions taken at the October 16, 1995 City Council
Meeting.
S~aff reported on the subject agenda.
COMMISSION CONCERNS:
CommiSsioner Vandaveer'
Asked to have the old Utt Juice Company building secured
since the doors are continually open and invite
unauthorized entry.
Staff will see that this is done.
Commissioner Bone
Asked if a ride-along could be set up with the City's
Code Enforcement Officers.
Staff suggested the Commissioners advise them of the most
convenient days and ~times so that a schedule can be
arranged.,
Inquired if there was a target date for the widening of
E1 Camino.
Staff stated that it was several years away.

Reported that on a recent Police Department ride-along he
noticed a number of ice cream vending trucks operating in
the City and asked if this type of operation required a
Business License.
Staff affirmed that a Business License is required for
this type of business and will alert Code Enforcement to
watch for them.
Commissioner Lunn
Asked for an update on the paving of the parking area and
fencing on Kenyon Place. She also inquired if Caltrans
was using the construction staging area in that location
since it was full of trash.
Staff will check into this.
Commissioner Mitzman
Stated that he had occasion to be at the Rancho Cucamonga
Planning Department recently, explained one of their
procedures which is to have the applicant appear before
the Planning Commission on an informal publicly noticed
workshop basis, prior to the formal hearing and asked
staff if this was something worthwhile for the City of
Tustin to do.
Staff stated there was some merit to this type of process
and Tustin has used it for major issues, such as the high
school site and the patio homes development but extending
the process would only serve to add more time for the
applicant and added expense in staff time and noticing
for. the City. The City's goal is to get the technical
input before going to the Planning commission andin most
cases a workshop would not make that much of a
difference.

Commissioner Lunn moved, Vandaveer seconded, to adjourn the meeting
at 7:45 p.m. to a workshop on November 13, 1995 at 5:30 p.m. in the
City Council Chambers} 300 Centennial Way, Tustin, to be followed
by a regular meeting of the Planning Commission at 7:00 p.m. Motion
carried 5-0.
