FINAL ACCEPTANCE OF PUBLIC IMPROVEMENTS - VANDENBERG WELLHEAD
FACILITIES (PROJECT NO. 60006~)
RECOMMENDATION:
It is recommended that the Tustin City Council, at its regular meeting of November 6, 1995, adopt the
attached Resolution No. 95-105 accepting said work and authorizing recordation of the Notice of
Completion.
AssUming no claims or stop payment notices are filed, it is further recommended that the City Council
authorize payment of the 5 % retention amount of $29,266 thirty-five days after the date of recordation
of Notice of Completion. This amount, together with previous payments of $556,051 represents 100%
of the final contract.

On February 18, 1992, the City Council authorized an agreement with Orange County Water District
(OCWD) for construction and financing of Vandenberg Well. The agreement provides that OCWD will
contribute up to $750,000 for construction of the well and the City will repay OCWD over a 20-year
period, at an interest rate of 3.5 %.
At its meeting of May 2, 1994, the City Council authorized advertisement for bids for the subject
project, and additionally authorized utilization of $384,600 from Certificates of Participation (Bond
Proceeds) for completion of the project.
At its meeting of July 18, 1994, the City Council authorized award of the construction contract to P.R.
Burke corpOration of Santa Ana.

- VANDENBERG WELLHEAD
DISCUSSION:
Vandenberg Well will be an important new source of supply for the City's water system. The water
produced is of excellent quality, and the added supply will allow the City to produce nearly 75 % of its
supply from the groundwater basin. This is a supply over which the City has greater control, and is
not as severely impacted by periods of drought and shortage as are imported supplies. Additionally,
at current rates this well will reduce the City's annual water supply costs by $420,000.

RESOLUTION NO. 95-105
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR
THE VANDENBERG WELLHEAD FACILITIES, PROJECT NO. 600065.
WltEREAS, P.R. Burke Corporation having a contract with the City of Tustin to
construct the hereinafter described public work and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and completion
of said public improvements hereinafter :mentioned in a manner satisfactory to the City
Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions of the
contract documents and the notice of completion, and acceptance of said public work and
improvement should be filed and payment of the balance due said contract authorized in
accordance with the contract document.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public work and improvement be and the same is hereby accepted. Said public work
and improvement is more particularly described as follows:
The Vandenberg Wellhead Facilities, Project No. 600065
BE IT FURTHER RF_SOLVED that the City Engineer of the City of Tustin be and
is hereby authorized to execute and file a notice of completion and acceptance of said public
work and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin, held on the 6th day of November, 1995.
