HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIyISION STATE OF CALIFORNIA FISCAL yEAR 1996-97 TRANSIT CAPITAL SUBJEC~ IMPROVEMENT PROGRAM FUNDING APPLICATION SUBMITTAL AUTHORIZATION. RECOMMENDATIONS: It is-recommended that the City Council, at their meeting of October 16, 1995, adopt Resolution No. 95-96 authorizing the City Engineer to submit an application to Caltrans for FY 1996-97 Transit Capital Improvement (TCI) Program Funds. FISCAL IMPACT: Funding for the preparation of this application package can be absorbed in the current Engineering Division operating budget. BACKGROUND AND DISCUSSION: The California Department of Transportation is currently soliciting formal project applications for the Fiscal Year 1996-97 TCI program. Funding for-this program is made pursuant to Article XIX of the State Constitution Section 199 and 199.2 of the Streets and Highways Code, and Sections 99317 and 99317.1 of the Public Utilities Code. The city is currently preparing a FY 1996-97 TCI application for partial funding of the Tustin Commuter-Rail Station, tentatively in the amount of $1,007,500.00. The City's FY 1994-95 TCI application for the same Commuter Rail Station was previously approved by the California Transportation Commission in the amount of $230,000.00. The City received no award of funding for FY 1995-96-. As part of the application package submitted, a City Council resolution must be approved identifying the City agent (City. Engineer) who is authorized to submit the necessary application documents and enter into an agreement with the State to implement the project if the funding is approved.
