II. ROLL CALL Present: Councilmen: Edgar, Schuster, Sharp, Welsh Absent: Councilmen: Saltarelli Others Present: William L. Bopf, City Administrator James G. Rourke, City Attorney IlI. BUSINESS ITEMS 1. AWARD OF THE ARCHITECTURAL CONTRACT FOR THE PROPOSED MAINTENANCE YARD Discussion ensued regarding the scope of the project and the ability of the City to review the various s~eps of the design process as it unfolded. The City Administrator advised that payments would be made in accordance with the payment schedule included in the agreement, and that there would be specific steps which could function as review points for the City Council. Councilman Sharp expressed the desire that the architect provide a timeline schedule showing the progress anticipated in the review points at which the Council may exercise its various decisions to proceed further on the project. He suggested that such a request be made in the transmittal letter. Moved by Sharp, seconded by Welsh that the contract with Anthony and Langford providing for 7~ percent fee, with an estimated project amount of $900,000 be approved and executed by the Mayor on behalf of the City subject to approval as to form by the City Attorney. Carried by roll call. Ayes: Edgar, Schuster, Sharp, Welsh. Noes: None. Absent: Saltarelli. 2. AUTHORIZATION TO FILL TWO VACANCIES IN THE MAINTENANCE YARD In response to inquiries, Mr. Bopf and Mr. West indicated that we would be using a tree trimmer in a training capacity as a street sweeper necessitating the hiring of a new Maintenance Man I to fill the vacancy created by this movement. The Maintenance Man I would function as a tree trimmer trainee. It was anticipated that it would take approximately one year for that Maintenance Man I to gain proficiency as a tree trimmer. Open competition will be provided for anyone in the Department that wishes to compete for the position of tree trin~ner which will eventually be filled after an appropriate training period. The second position involved a custodian vacancy which will be vacant within approximately one week. Councilman Sharp asked if the staff had considered obtaining outside competitive bids for custodial services and how those bids may have compared with the service that was now being rendered by the staff. City Council Minutes 8/23/76 Page 2. Mr. Bopf and Mr. West advised that no current study had been made, but investigation and comparison of costs would be made in the nearsfuture. Councilman Sharp requested that such a study be made for review by the City Council. Moved by Schuster, seconded by Welsh that the staff · be authorized to fill these ~acancies. Carried unanimously. IV. ADJOURNMENT Mayor Edgar adjourned the Special Meeting to an Executive Sessioh to consider matters of potential litigation and thence to a Special Meeting on August 30, 1976 at 7:30 p.m. in ~he Council Chambers to consider the award of contract for the design of Phase II of Columbus-Tustin Park. Following that Special Meeting the Council will adjourn to a public Work-Study Session on Monday, August 30, 1976 and thence to a Regular Meeting on September 7, 1976. TY ~ ~LERK
