RECOM~4ENDATION
Pursuant to Government Code Section 65857, it is recommended that
the City Council grant the Planning Commission an additional 14
days to review and make a recommendation to the City Council on the
revised project proposal submitted by the applicant.
FISCAL IMPACT
There are no fiscal impacts associated with this project, as this
is an applicant initiated project. The applicant has paid
application fees to recover the cost of processing this
application.
BACKGROLrND/DISCUSSION
On August 21, 1995, the City Council referred this item to the
Planning Commission to review and make a recommendation on the
revised project proposal. Government Code Section 65857 requires
the Planning Commission to make such recommendation to the City
Council within forty (40) days unless a longer period of time is
designated by the City Council.
On September 11, 1995, the Planning Commission considered the
revised project proposal submitted by the applicant. At the
request of The Irvine Company, the Planning Commission agreed to
continue the matter and hold a workshop prior to their meeting on
September 25, 1995 related to the revised proposal. The workshop
would provide an additional opportunity for the applicant, Planning
Commission and interested persons to come to a better understanding
of the revised project.
It is anticipated that the Planning Commission may be in a position
to make a recommendation to the City Council on the revised project
proposal later that evening during the regularly scheduled meeting.
However, should the Planning Commission still have outstanding
issues after the workshop, the additional 14 day extension would

provide the applicant with one more opportunity to address the
Planning Commission at their meeting on October 9, 1995.
After the Planning Commission has had an opportunity to review and
make a recommendation to the City Council on the revised project,
a new public hearing will be noticed and conducted by the City
Council to consider final action on the project.
CONCLUSION
Pursuant to Government Code Section 65857, it is recommended that
the City Council grant the Planning Commission an additional 14
days for a total of 54 days to review and make a recommendation to
the City Council on the revised project proposal submitted by the
applicant.
