HUSTON, CITY MANAGER POLICE DEPARTMENT MAPS OF THE CITY - CAD SYSTEM City maps carried by police officers are not always up to date. However, our officers are presently inserting all new maps within their map books that were supplied to us by the Engineering Department. Even though our police officers' in-car maps may not always be completely up to date, our Communications Center will have the most current available information concerning addresses and boundaries within our City. Upon receipt of new maps from the Engineering Department, the addresses are immediately entered into our computer. Should an officer experience difficulty finding an address, our communications officers can provide immediate assistance. Although our officers may not have current maps all the time due to our growth, we have not experienced any delays in answering calls for service due. to confusion regarding the boundaries of the City or specific addresses that are within the City of Tustin. Generally speaking, officers who are assigned to new beats soon become aware of the major streets within their beats; particularly those addresses that require numerous calls for service. After reviewing current City procedures with Tim Serlet, Public Works Department (PWD), we have instituted a process to ensure that prior to the issuance of building permits, the street addresses assigned by PWD will be immediately transmitted to the Police Department. Upon receipt of'the new addresses and maps, the new information will be input into the Computer- Aided Dispatch (CAD) System and supplied to police officers for in-car map book updates. As the City Council is aware, we have been in the continual process of upgrading our communications system. We are now in the geD-coding phase of our CAD System, which is absolutely essential if the system is going to work efficiently. We are generally on schedule; the entire communications system will not be completed until the 800 MHz System is on line. We anticipate that when the CAD System is on line in July 1996, much of the jurisdictional problems that arise within adjacent cities will be greatly reduced. We seldom have any problems with neighboring communities other than the city of Irvine due to the irregular boundary along Jamboree Road south of Edinger; thus, I suggest that the Tustin and Irvine Engineering Departments work closely to firmly establish'and mark the appropriate boundaries between the two cities.
