2:00 AM and 6:00 AM -Hours permit parking only
applies, enforced seven days a week
■One resident request -Only takes one resident
living in a single family detached home to make a
request and initiate the permit parking process

■September 2014 - An ordinance for Preferential
Permit Parking for a nearby neighborhood (Debusk
Lane, Raleigh Place, Walter Avenue and Del Amo
Avenue) was presented to the City Council for
adoption and implemented in November 2014
■Early October 2014 - A member of the Walnut
Park/ Broadmoor Homeowners' Association Board
requested an early morning parking survey
■ Late October 2014 - A parking evaluation was
conducted on all streets within the Walnut
Park/Broadmoor neighborhood

■ January 2015 - City staff met with HOA board
members to discuss alternatives
■Street Privatization
■Permit Parking
■ May 2015 - A subsequent ordinance for
Preferential Permit Parking in the adjacent
neighborhood (Carfax Avenue, Charloma Drive,
Mitchell Avenue, Utt Drive, Veeh Drive, and
Woodlawn Avenue) was presented to the City
Council for adoption and implemented in July 2015

■ June 2015 - Further complaints and requests for
permit parking received from residents living on
Grassmere Lane, Hamlet Lane, Penrith Lane, and
Windemere Lane
■August 2015 - As a follow-up to the May 20th
permit parking zone discussion to find alternative
parking options, Public Works re -assessed and
reduced the red curb on Mitchell Avenue and
opened parking on the freeway side of Nisson Road
between Newport Avenue and Red Hill Avenue for a
total of around 140 newly opened parking spaces.

■Lack of space for resident and guest parking
■Trash left behind
■Late night/early morning noise disturbance
■Diminished quality of life
■Public Works surveyed the parking on the subject
streets between 5:00 AM and 6:00 AM for four (4)
consecutive mornings, Thursday through Sunday
■With the assistance of the Police Department,
Public Works reviewed the survey results to
determine the vehicles registered to homes on the
subject streets

Staff recommends that Ordinance No. 1458 be
adopted to implement Preferential Permit Parking on
the following streets:
■Almside Drive
■Birmingham Place
Denbigh Lane
■ Foresterra Lane
■ Grassmere Lane
■Hamlet Lane
Kipling Lane
■Langdale Lane
■Penrith Lane
■Walden Lane
■Wildeve Lane
■Windemere Lane

■Police Department handles applications and issues
permits at no cost
■Apply in person or online
■Proof of residency in Permit Parking Zone required
■License and registration for each vehicle required
■Garage and driveway space must be fully utilized
and verified by the Police Department. It should be
noted that short driveways are not counted towards
usable parking space. Cars parked and blocking the
sidewalk will continue to be cited.

■First reading of Ordinance 1458 is introduced to
City Council
■Second reading and adoption of Ordinance 1458 in
the next City Council meeting (October 20tH)
■ Permit parking signs are installed and covered
■ 31 days after second reading of ordinance, permit
parking signs are uncovered and enforced
