SUSJEOI: ANIMAL CONTROL/SHELTER CONTRACT FOR FISCAL YEAR 1995-96
Recommendation
Authorize the Mayor to sign the 1995-96 Orange County Health Care
Agency/Public Health Animal Control/Shelter Service agreement.
Fiscal Impact
The draft 1995-96 Budget requested $63,257 for Animal Control
Services for the new year.
Back Ground
The City has always contracted with the County of Orange to provide
Animal Control and Shelter Services. During fiscal 89/90 the City
of Tustin and other contract cities meet with the County to
negotiate a new methodology of allocating costs to the contract
cities. The method that we are currently using utilizes a current
budget estimate net of prior period adjustments generated from year
end accounting records. One prior year actual and one prior year
estimate are adjusted against the current years estimate to arrive
at the final contract Cost.
Discussion
The current contract with the County of Orange to provide Animal
Control/Shelter Services to the City is extremely cost effective.
The various contract Cities and the County worked well together in
establishing an equitable revenue and cost allocation methodology.
The first year under the new agreement the City of Tustin net
expenses were estimated at $103,000. Current 1995-96 cost are
estimated at $63,000, a reduction of 39% over four years.
I've attached a copy of a schedule that compares cost for all
contract cities and the County.
