APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS
FOR THE CONSTRUCTION OF STREET IMPROVEMENTS FOR EDINGER AVENUE WIDENING

RECOMMENDATION
It is recommended that the Tustin City Council, at their meeting of September 5, 1995, adopt the
attached Resolution No. 95-78 approving plans and specifications for the construction of street
improvements for Edinger Avenue widening from 2500' westerly of Jamboree Road to Harvard Avenue
and authorizing and directing the City Clerk to advertise for bids.
FISCAL IMPACT
The engineer's estimate for this project is $850,000 and the City's Capital Improvement Program budget
for FY 1995-96 provides for a little over $1,000,000 for construction, which may be needed to cover
contruction contract change orders.
Funding for this project will be provided as follows:

BACKGROUND
The $483,450 reimbursement from the Orange County Transportation Authority (OCTA) was originally
allocated for the Jamboree Road Widening Project between I-5 and Irvine Boulevard. The Jamboree
Road widening project was a joint City/County project, however, as a result of the County Bankruptcy,
the project was not constructed. The County has recently approved development in the area and the
developer (The Irvine Company) has been conditioned to construct these improvements as part of the
Lower Peters Canyon Specific Plan approval.
The transfer of funds from the Jamboree Road Widening Project to the Edinger Avenue Widening
Project was approved by the OCTA Technical Advisory Committee and is scheduled for full OCTA
Board approval on September 11, 1995.
Additionally, should Smart Street Funding be allocated for Moulton Parkway and this segment of
Edinger Avenue in the future, the OCTA staff recommends Smart Street funds be used to reimburse
the City of Tustin for its local match funds.
.The .anticipated reimbursement from the City of Irvine is for the signing, striping and traffic signal
modifications within their jurisdiction and the City of Tustin will be working with the City of Irvine to
develop a reimbursement agreement to cover these costs.
DISCUSSION
This project provides for the widening of Edinger Avenue to Major Arterial Standards from 2500'__.+
westerly of Jamboree-Road to Harvard Avenue. Completion of this project is necessary in order to
accommodate the Eastern Transportation Corridor and the grade separation for the Jamboree
Road/Edinger Avenue intersection, both during and after construction.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS FOR THE CONSTRUCTION OF
STREET IMPROVEMENTS FOR EDINGER AVENUE
WIDENING FROM 2500' WESTERLY OF JAMBOREE
ROAD TO HARVARD AVENUE
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract construction of street imprOVements for Edinger Avenue from 2500' westerly of
Jamboree Road to Harvard Avenue; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented
by the City Engineer be and are hereby approved as the plans and specifications for:
Construction of Street Improvements for Edinger Avenue
Widening from 2500' Westerly of Jamboree Road to Harvard
Avenue
BE IT FURTHER RF_~OLVED, that the City Clerk is hereby authorized to advertise
as required by law for the receipt of sealed bids or proposals for doing of the work specified
in the aforesaid plans and specifications;
BE IT FURTHER RE~OLVED, that this proj<t is categorically exempt from the
requirements of the California Environmental Quality Act: Class I: Existing Facilities.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 5th day of September, 1995:
