HUSTON, CITY MANAGER FROM' COMMUNITY DEVELOPMENT DEPARTMENT SUBJEC~ PLANNING COMMISSION REPRESENTATION ON THE BASE CLOSURE TASK FORCE RECOMMENDATION Pleasure of the City Council. FISCAL IMPACT Funding for the'activities of the Base Closure Task Force has been appropriated within past and proposed City of Tustin budgets. The recommended actions does not pose any additional fiscal impact to the City. BACKGROUND AND DISCUSSION The 1991 announcement that Marine Corps Air Station (MCAS) Tustin would be closing resulted in the City of Tustin taking immediate steps to plan for the installation's reuse and economic redevelopment. One of the first actions taken by the City Council at that time was the appointment of a Base Closure Task Force (Task Force) to guide the development of a Reuse/Specific Plan for the base. The Task Force was established to be representative of the interests of a variety of jurisdictional'and citizen interests and was to include membership by representatives of neighboring cities and the County of Orange as well as representatives of the City Council, Planning Commission, nearby homeowner associations, the Marine Corps, the Chamber of Commerce and various other interests. Due to the fact that the reuse planning effort would also culminate in Tustin's Planning Commission having to consider and provide the City Council with a recommendation on the Specific Plan, General Plan Amendment and Environmental Impact Statement/Environmental Impact Report related to the project, Planning Commission membership on the Task Force was seen as being essential. It was originally desired that at least two members be appointed and participate with the Task Force in order to accurately and effectively communicate City of Tustin planning concerns to the Task Force and also for the two Planning Commissioners to keep other members of the Planning Commission updated on reuse related activities. City Council Report Planning Commission Appointment to Task Force September 5, 1995 Page 2 Over the years, changes in Planning Commission membership has resulted in the fact that there are no active members of the Planning Commission currently serving on the Task Force. In the past, two ex-members of the Planning Commission (Mr. Casper Kasparian and Mr. William Stracker) were left on the Task Force. An additional former Planning Commissioner Ms. Kathy Weil would also continue to serve on the Task Force at the discretion of the City Council. Ms. Weil has been also very active on the Housing/State and Local Screening Subcommittee of the Task Force. This Subcommittee's~ work is important to the continuity of the City's work on response to interests in the base from the homeless and other state and local agencies. Current Planning Commission members Mr. Lou Bone and Ms. Marge Kasalek have expressed an interest to staff in serving as members to the Task Force with Mr. Dave Vandaveer offering to serve as an alternate member to the Task Force. Task Force membership has risen from the 14 members appointed in 1991 to its current level of 17 members. Staff would recommend that two members of the Planning Commission be appointed to be represented on the Task Force and that the City Council provide direction as to which former Planning Commissioner (William Stracker, Casper Kasparian and Kathy Weil) that they wish to remain on the Task Force. The number of Task Force members, and appointment or removal of members.to the Task Force is accomplished at the prerogative of the City Council.
