AUGUST 21, 1995 - 7:00 P.M.
WORKSHOP- At 5:30 p.m., the City Council will conduct a Budget Workshop. The
public is invited to attend this workshop.

PUBLIC INPUT - At this time members of the public may address the City Council
regarding any items not on the agenda and within the subject matter jurisdiction of the City
Council (NO ACTION can be taken on off-agenda items unless authorized by law). If you
wish to address the City Council on any matter, please fill out one of the blue forms located
on the speaker's podium and submit to the City Clerk so that your remarks on the tape
recording of the meeting can be attributed to you. When you start to address the City
Council, please state your full name and address for the record. A Public Input portion is
provided both at the beginning and end of the meeting.

APPROVAL OF MINUTES - AUGUST 7, 1995 REGULAR MEETING
Recommendation: Approve City Council Minutes of August 7, 1995.

APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $2,933,501.16 and ratify
Payroll in the amount of $333,906.19.

APPROVAL OF PROFESSIONAL SERVICES AGREEMENT FOR ZONING ORDINANCE
REVISION
Recommendation: Approve subject Professional Services Agreement with Urban
Design Studio and Crawford, Multari & Start, and authorize the Assistant City
Manager to execute said agreement approved as to form by the City Attorney as
recommended by the Community Development Department.

APPROVAL OF AGREEMENT WITH THE ORICOM GROUP FOR USED OIL PROGRAM
BLOCK GRANT ADr 'ISTRATION
Recommendation: , . prove the consultant agreeme~,..~ith The Oricom Group and
authorize the Mayor to execute the agreement as recommended by the Public Works
Department.
APPROVAL OF THE MAJOR THOROUGHFARE AGREEMENT BETWEEN THE CITY OF
TUSTIN AND THE FOOTHILL/EASTERN TRANSPORTATION CORRIDOR AGENCY
Recommendation: Approve Major Thoroughfare Agreement between the City of
Tustin and the Foothill/Eastern Transportation Corridor Agency and authorize the
Mayor and City Clerk to execute the agreement on behalf of the .City as
recommended by the Public Works Department/Engineering Division.
REIMBURSEMENT AGREEMENT WITH THE CITY OF IRVlNE - SLURRY SEAL
JAMBOREE ROAD BETWEEN EDINGER AVENUE AND BARRANCA PARKWAY
Recommendation: Authorize the Director of Public Works to execute the subject
reimbursement agreement with the City of Irvine as recommended by the Public
Works Department/Engineering Division.
AWARD OF CONTRACT FOR STREET IMPROVEMENTS, SAN JUAN STREET
WIDENING FROM NEWPORT AVENUE TO ORANGE STREET AND WALNUT STREET
WIDENING FROM NEWPORT AVENUE TO ORANGE STREET (PROJECT NOS.
700134 AND 700135)
Recommendation: Award contract for subject project to LGT Enterprises, Tustin,
California, in the amount of $173,061.00 as recommended by the Public Works
DePartment/Engineering Division.
PLANNING COMMISSION ACTION AGENDA - AUGUST 14, 1995
All actions of the Planning Commission become final unless appealed by the City
Council or member of the public.
Recommendation:' Ratify Planning Commission Action Agenda of August 14, 1995.

At the July 17, 1995 meeting of the City Council, staff provided a report regarding
compliance with the revised construction noise regulations adopted in February
1995. At the same meeting, two roofing contractors expressed concerns regarding
the limitation of hours for construction noise and prohibition of construction noise on
federal holidays.
Recommendation: Pleasure of the City Council.
RESIGNATION OF THE CITY CLERK
The resignation of the City Clerk, Mary Wynn, was effective August 7, 1995, and
within 30 days of that date, the City Council must fill the position by appointment
or call a special election.

OUTDOOR STORAGE OF TRACTOR TRAILER TRUCKS AT THE BARN RESTAURANT,
14982 RED HILL AVENUE
At the City Council meeting of August 7, 1995, Mr. Peter Andersen indicated that
he was the owner of a tractor trailer truck which he had been storing at a vacant
parcel located adjacent to the Barn Restaurant; and he indicated that a citation had
been issued to the owner of the Barn Restaurant because he had not removed the
vehicle from the site as previously directed by the Community Development
Department Code Enforcement staff.
Recommendation: Direct the Community. Development Department staff to continue
working with the lessee to eliminate all code violations at the property.
GENERAL PLAN AMENDMENT 94-001, ZONE CHANGE 94-004, SECOND
AMENDMENT TO THE EAST TUSTIN DEVELOPMENT AGREEMENT AND TENTATIVE
TRACT MAP 15055 (THE IRVINE COMPANY)
The applicant is proposing to make several amendments to the Land Use Plan and
text of the East Tustin Specific Plan (ETSP) related primarily to three separate vacant
parcels within the ETSP area.
Recommendation: Pleasure of the City Council.
STAFFING FOR COMMUNITY FOUNDATION
Councilmember Thomas requested the City Council have a discussion regarding staff
support for the Tustin Community Foundation.
Recommendation: Pleasure of the City Council.

ADJOURNMENT - The next regular meeting of the City Council is scheduled for
Tuesday, September 5, 1995, at 7:00 p.m. in the Council Chambers at 300 Centennial
Way.
