CALL TO ORDER Meeting called to order at 4:03 by Mayor Edgar.

BUSINESS ITEMS 1. S.B. 821, BICYCLE TRAIL GRANTS
Background information presented by Mr. Bopf.
Moved by Welsh, seconded by Sharp that submittal of a proposed
project for the construction of bicycle and pedestrian facility
improvements from Orange Street to 200' ± westerly of Red Hill
Avenue (Phase II) to the Southern California Association of
Governments and requesting SB 821 facility funds is hereby
authorized as recommended in the letter dated May 20, 1976 from
the City Engineer.
Carried. Abstained: Saltarelli
Moved by Welsh, seconded by Sharp that submittal of a proposed
project for the construction of bicycle and pedestrian facility
I~ improvements located northerly of BenetaWay from Prospect Avenue
to 500' easterly of Shasta Way to the Southern California Associa-
~ tion of Governments and requesting SB 821 facility funds is hereby
authorized as recommended in the letter dated May 20, 1976 from
the City Engineer. Carried.
2. SEOCCS STUDY
Dr. Fleagte presented background and 4 alternate route proposals.
Moved by Welsh, seconded by Sharp that the City staff is instructed
to represent the City of Tustin at the County Planning Commission
meeting and all other meetings pertaining to the SEOCCS study.
In pursuit of this representation, staff is instructed to take
the following three-pronged position:.
(1) The City of Tustin is una~terabI~opposed to the upgrading
or use of Irvine Blvd. as a major arterial for anything
other than locally generated traffic. .In this regard,
the City will take all steps necessary to prevent the
use of Irvine Blvd. as a major arterial highway. The
staff is instructed to develop courses of action that
prohibit the use of Irvine Blvd. in the aforesaid manner.
(2) The City of Tustin is in favor of a transportation
corridor in the northern part of the County. The imminent
growth under any of the alternatives cited in the SEOCCS
study necessitates the construction of a northern County
transportation corridor. A depicted location of the
foothill corridor is not essential to the actual
implementation of this corridor except that such a
corridor should be installed no further south than that
depicted location, and effort should be made to relocate
that further northerly so as to mitigate the impact on any
of the communities and existing residential uses.

(3) The City does not recognize any alternative
submitted in the SEOCCS study as being acceptable
and is oppQsed to the implementation of any portions
of the changes recommended by the SEOCCS study until
such time as the NEOCCS study is completed and
appropriate coordination between the necessary
transportation corridors has been achieved.
In addition to these specific steps outlined above, the
staff is instructed to investigate all means available
to preclude IrvineBlvd. from becoming a major traffic
artery. Such possible suggestions include the retention
of parking lanes and traffic speeds which would not be
conducive to major artery volume. .Finally, the staff is
requested to as soon as practical, schedule a workshop
with representatives of the Foothill Communities Association
in an effort to find a solution to the transportation needs
that will mitigate the impact on both communities.
3. GENERAL PLAN AMENDMENT, LAND USE ELEMENT, ORANGE COUNTY

a. (Item 3) Broadmoor Property consideration of a change in
land use from (4.2) Quasi-Public Facility to (1.42) High
Density Residential for a parcel in unincorporated
County island located on Main St. as it adjoins the
City of Tustin at the intersection of the Santa Ana and
Newport Freeways consisting of 7.4 acres.
Dr. Fleagle presented background and stated that the
owner in escrow has petitioned the Local Agency Formation
Commission for annexation to the City of Tustin.
Councilman Saltarelli left the meeting at 5:05 p.m.
Moved by Welsh, seconded by Sharp that the City take no
action on this proposed amendment.
Above motion carried. Councilman Saltarelli absent.
Councilman Saltarelli returned to meeting.
b. (Item 8) Panorama Heiqhts
Location - Panorama Heights hill area in North Tustin
foothills adjacent to the City of Orange.
Dr. Fleagle presented background and recommendation of
Orange County Planning Staff for relocation of the existing
land use element designation of medium density residential
and other open space.
Moved by Sharp, seconded by Welsh that Council take no
action on this proposed amendment. Carried.
co (Item 9) Red Hill
Location: Historical Red Hill bounded on the S/W by
La Colina Ave., on the S/E by Browning Ave., and north
by Sky Line Drive.
Dr. Fleagle explained the history of Red Hill and
proposed developments.
It was the consensus of the Council that staff be directed
to find out complete development information and Council
was not prepared tO take action.

4. PERSONNEL SESSION
Council adjourned to Personnel Session.
Meeting reconvened.
5. ACQUISITION STUDY - TUSTIN WATER WORKS
Moved by Saltarelli, seconded by Sharp that staff be authorized
to continue the negotiations for the acquisition of the Tustin
Water Works, and to continue to use the consultant services as
previously provided up to a maximum expenditure of $1,000.
Carried.
IV.
ADJOURNMENT Mayor Edgar declared the meeting adjourned to a Budget Session
and then to the next regular meeting, June 7, 1976.
