RESOLUTION OPPOSING MEASURE R
RECOMMENDATION:
Adopt Resoluti6m No. 95-55 opposing Measure R, the half-cent sales
tax increase measure on the June 27, 1995 ballot.
BACKGROUND:
At their meeting held on June 5, 1995, the City Council unanimously
voted to oppose Measure R and requested that a formal resolution
submitted by Councilmember Thomas be prepared for Council action.

RESOLUTION NO. 95-55
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, OPPOSING MEASURE R, AN ORANGE
COUNTY HALF-CENT SALES TAX INCREASE THAT VOTERS
WILL CONSIDER ON THE JUNE 27, 1995 BALLOT
WHEREAS, on December 6, 1994, the County of Orange declared
bankruptcy after risky investments and practices lost nearly
$1.7 billion deposited in the Orange County Investment Pool; and
WHEREAS, nearly 200 public agencies including the County,
schools, cities and special districts deposited money in trust
in the Orange County Investment Pool; and
WHEREAS, it was the County's responsibility to administer
the Orange County Investment Pool to assure participants safety
and liquidity; and
WHEREAS, the County of Orange failed to meet its
obligations and responsibilities to its citizens, failed to
apprise its citizens of the true status of the pool, and even
took affirmative steps to conceal the failing status of the
pool; and
WHEREAS, without even admitting their failings, the Orange
County Board of Supervisors instead unanimously approved a sales
tax increase by calling a special election to place Measure R on
the June 27, 1995 ballot; and
WHEREAS, Measure R would increase the sales tax burden on
the citizens of Orange County an additional one-half percent;
and
WHEREAS, the Supervisors' tax increase would raise sales
tax in Orange County to 8.25%, among the highest in the State;
and
WHEREAS, no proceeds from Measure R are designated to help
repay the schools, cities or special districts any of the money
the County of Orange held in trust; and
WHEREAS, the County of Orange, the agency responsible for
creating this crisis, would be the only entity to receive the
proceeds of the tax increase; and
WHEREAS, it would be a true injustice to force the citizens
to reward the County for failing to live up to its obligations;
and
WHEREAS, it is now blatantly clear that the citizens of
Orange County can no longer be subjected to government's
practice of "business as usual"; and

WHEREAS, the Supervisors' sales tax increase would serve to
perpetuate the status quo that caused the crisis; and
WHEREAS, the current situation provides a golden, once-in-
a-lifetime opportunity to make government once again responsible
to the people; and
WHEREAS, the City of Tustin was fortunate enough not to be
in the Orange County Investment Pool,
NOW THEREFORE BE IT RESOLVED, that the City Council of the
city of Tustin, California, strongly opposes Measure R for the
above stated reasons.
PASSED AND ADOPTED at a regular meeting of the Tustin City
Council on the 19th day of June, 1995.
