II. PLEDGE OF ALLEGIANCE Led by Councilwoman Sutcliff. III. INVOCATION Given by Councilman Sharp. IV. ROLL CALL Present: Councilmen: Saltarelli, Welsh, Edgar, Sharp, Sutcliff Absent: Councilmen: None Others Present: William Bopf, City Administrator Ruth C. Poe, City Clerk V. CANVASS OF GENERAL MUNICIPAL ELECTION - REORGANIZATION OF THE COUNCIL 1. PRESENTATION OF CERTIFICATION OF CANVASS Certification presented by Ruth C. Poe, City Clerk - Facts of election as shown on Certification attached hereto and marked Exhibit "A". 2. RESOLUTION NO. 76-28 A Resolution of the City Council of the City of Tustin, California, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF TUSTIN ON THE 2ND DAY OF MARCH, 1976, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW. Moved by Edgar, seconded by Sharp thatResolutionNo. 76-28 be read by title. Carried unanimously. Moved by Edgar, seconded by Sharp that Resolution No. 76-28 be passed and adopted. Carried by r011 call, all Councilmen voting aye. 3. ADMINISTRATION OF OATHS OF OFFICE Oaths of office administered to Councilman Sattarelli, Welsh and Schuster and to Ruth Poe, City Clerk. New Council issued Certificates of Election and seated. 4. ELECTION OF MAYOR AND MAYOR PRO TEMPORE Nominations for Mayor were opened by the City Clerk. Moved by Sharp, seconded by Edgar that Donald Saltarelli be nominated for office of Mayor. Councilman Saltarelli stated that he appreciated the honor but requested that his name be withdrawn from nomination. Moved by Schuster, seconded by Sharp that Councilman Richard Edgar's name be placed in nomination. Carried. Moved by Schuster, seconded by Saltarel-li that nominations be closed. Carried. Moved by Saltarelli, seconded by Sharp that a unanimous ballot be cast for Councilman Edgar. Carried unanimously. Mayor Edgar assumed the chair and opened nominations for Mayor Pro Tem. Moved by Saltarelli, seconded by Edgar that Councilman Sharp's name be placed in nomination. Minutes of a Council Meeting 3/9/76 Page 2. Mrs. Tess Welsh, stating she was spokeswoman for the Citizens for Ralph Welsh Committee asked to place the name of Ralph Welsh in nomination. Moved by Saltarelli, seconded by Sharp that the name of Ralph Welsh be placed in nomination. Carried. Moved by Saltarelli, seconded by Schuster that nominations be closed. Carried. Mayor called for vote by ballot. City Clerk reported the election of James Sharp as a result of ballots cast. Councilman Sharp 4 votes Councilman Welsh 1 vote VI. OTHER BUSINESS 1. APPOINTMENT OF CITY REPRESENTATIVES Moved by Saltarelli, seconded by Welsh that following committee representatives as submitted by Mayor Edgar be approved: District or Committee R~presentative Alternate Sanitation District #7 Donald Saltarelli James Sharp Sanitation District #1 James Sharp Donald Saltarelli Mosquito Abatement District Ralph Welsh Stephen Schuster PADS Stephen Schuster Ralph Welsh League of California Cities Richard Edgar Stephen Schuster S.A. River Flood Control Dist. Richard Edgar A Chamber repre- sentative to be appointed by the Chamber of Commerce 2. MEETING RELATIVE TO WISHING WELL MEMORIAL Mayor Edgar and Councilman Welsh volunteered to meet with representatives of the Bicentennial Committee and staff at 4 p.m. Wednesday, March 10. 3. CITY SPONSORED TGIF Mr. Bopf reported on the TGIF to be held March 26, sponsored by the City with the theme "Tustin Saluting Business and Industry." Mr. Bopf reported it is customary for the sponsor to donate a door prize and listed several suggestions. It was the Council's decision to donate a smoke de~ector as a door prize, cost of which will be divided up by donations from the individual Councilmen. 4. COMMENDATION Council directed that appropriate commendations be prepared for outgoing Councilwoman Sutcliff. VII. ADJOURNMENT Meeting declared adjourned to next Regular Meeting of March 15, 1976.
