SUBJECT: CERTIFIED LOCAL GOVERNMENT 1995 GRANT APPLICATION
RECOMMENDATION
It is recommended that the City Council take the following actions:

Adopt Resolution No. 95-52 authorizing the filing of an
application to the State Office of Historic Preservation for
a Certified Local Government grant to be used for attendance
at a variety of workshops and a conference by members of the
Cultural Resources Advisory Committee and support staff.

Authorize the Assistant City Manager or her authorized
representative as the agent for the City for the scope of the
grant project.

Agree that all required local matching funds or in-kind
services be provided by the City for the proposal.
FISCAL IMPACT
The submittal of the grant application at this time does not result
in a direct fiscal impact to the City. Should the grant proposal
receive funding, the City would have to demonstrate the use of
matching funds during the admirhistration of the project at a
minimum rate of 40% of the total project cost. The City's matching
fund share for the workshop attendance is estimated to be $6,545 in
in-kind services, including paid staff time and unpaid time
contributed by Cultural Resources Advisory Committee members.
BACKGROUND/DISCUSSION
Each year federal National Park Service funds are made available in
the form of grants to local agencies for the purpose of fostering
historic preservation within their communities. A certain
percentage of these monies is earmarked for communities recognized
for their preservation efforts as Certified Local Governments
(CLGs). For the 1995 federal fiscal year, approximately $111,000
in funds are estimated to be made available to qualified CLGs.

Tustin has been recognized as a CLG since July 31, 1991, and is
eligible to compete for this year's grant awards. For the 1992
grant funding year, Tustin was awarded $7,500 for the production of
an educational video focusing on the City's Old Town area. In
1994, funding was received for a seismic rehabilitation project and
staff training.
The State Office of Historic Preservation (OHP) administers the
Program for the National Park Service. The State requires
applicants to provide a minimum 40% "fair share" matching fund
indicating significant community support for the proposed project.
Matching funds can take the form of cash contributions or in-kind
services (e.g. staff, personnel time, overhead, telephone,
supplies and other costs associated with administration),
The City's 1995 application proposes the use of in-kind services to
satisfy the "match" requirement. The "match" will include the
City's cost of existing staff paid from the General Fund, as well
as the unpaid time donated by Cultural Resources Committee. members.
No reimbursement of Committee member time is proposed. The OHP
recognizes that the time. and expertise of unpaid professional
volunteers has value and allows that to be accounted for in our
matching contribution. No expenditure of additional general funds
is necessary at this time.
According to grant application instructions, a proposed project
must provide evidence of benefit to the community and its historic
resources, receive City Council support and clearly indicate the
City's ability to provide administrative support. Grant funds may
be used for a number of activities including the preparation of
historic and cultural resource surveys, nominations to the National
Register of Historic Places, training and education, and other
projects. Projects ineligible for funding include construction or
property acquisition proposals, actual restoration work, and
interpretive displays. Projects that address OHP's program
objectives, which include providing historic preservation
education, stimulating California's economy, and increasing the
number of resources that are protected and preserved, will be
awarded extra points during the project screening and rating.
The following summarizes the project proposal that staff recommends
be submitted for the 1995 CLG grant.

GRANT PROPOSAL
Since Tustin is now recognized as a CLG, it is required to ensure
that the members of the Cultural Resources Advisory Committee, as
well as City staff, receive continuing education and training. The
instructions for the CLG grant application list, among the types of
activities to be considered for funding, the training and education
of Committee members and supporting staff. The grant sought by
Tustin would reimburse the City for the costs associated with
travel, accommodations and registration fees to attend workshops
and a conference satisfying the CLG training requirements. If
awarded, the grant would enable the five members of the Cultural
Resources Advisory Committee and two supporting staff persons to
receive training.

In conversations with staff from the State Office of Historic
Preservation (OHP), it was suggested that Tustin submit a
training/education request since the City is still considered a
relatively new CLG. It was felt that the contacts and information
attained by those attending workshops and conferences would be
important to our growing program. A summary of the project budget
is provided as Attachment A.
CONCLUSION
As a CLG, the City of Tustin is officially recognized as having a
local historic preservation program and is eligible to apply for
grants to assist in its development. The use of grant funds for
education and training in historic preservation-related topics for
staff and Cultural Resources Advisory Committee members, would
contribute to this program and benefit the entire community. Staff
recommends that Council adopt Resolution No. 95-52 authorizing the
application be submitted for this year's CLG grant.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, AUTHORIZING AN APPLICATION BY
THE CITY OF TUSTIN TO THE STATE OFFICE OF HISTORIC
PRESERVATION FOR A CERTIFIED LOCAL GOVERNMENT GRANT
The City Council of the City of Tustin does hereby resolve as
follows:
WHEREAS, the Congress under Public Law 89-665 has
authorized the establishment of a National Historic
Preservation Grants-in-Aid Program providing matching funds to
the State of California and its eligible subdivisions for
historic preservation survey, registration, and planning; and
WHEREAS, the State Department of Parks and Recreation is
responsible for the administration of the program within the
State setting up necessary rules and procedures governing
application under the program; and
WHEREAS, said adopted procedures established by the'State
Department of Parks and Recreation require the applicant to
certify by resolution the approval of applications and the
availability of local matching funds prior to submission of
said applications to the State;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of
the City of Tustin:
Approves the filing of an application for the National
Historic Preservation Grants-in-Aid assistance for
attendance at various conferences and workshops related
to historic preservation.

Appoints the Assistant City Manager or her authorized
deputy as the agent to coordinate, process, and execute
all contracts, agreements, amendments, and ancillary
documents within the scope of the attached application;
and

Agrees that all required local matching funds will be
provided for the project.
