HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION APPROVAL OF PLANS AND SPECllVICATION AND AUTHORIZATION TO ADVERTISE FOR BI])S SUBJECT: FOR THE PINETREE PARK PARKING BAY IMPROVEMENTS, SOUTHSIDE OF BRYAN AVENUE ADJACENT TO PINETREE PARK BETWEEN UTr DRIVE AND RED HILL AVENUE '(PROJECT NO. 700,!3~~, RECOMMENDATION It is recommended that the. Tustin City Council, at their meeting of May 15, 1995 adopt the attached Resolution 94-48 approving.plans and specifications for the construction of the Pinetree Park parking bay improvements On the southside of Bryan Avenue between Utt Drive and Red Hill Avenue, and authorizing and directing the City Clerk to advertise for bid the subject project. FISCAL IMPACT The Engineer's cost estimate for the subject project is $79,400.00. Program/Budget 1994-95 FY provides $125,000.00. The City's Capital Improvement BACKGROUND Pinetree Park is a neighborhood park with on-street parking on both the Red Hill Avenue and Bryan Avenue frontages. Bryan Avenue is classified as a secondary arterial highway with existing and ultimate right-of-way width of 80'. The existing traffic lane configuration on Bryan Avenue provides for 4 lanes east of Red Hill Avenue and 2 lanes between Newport Avenue and Red Hill Avenue. The two lane section currently operates at a reduced traffic level of service. In order to implement the 4 lane roadway standard, including a painted left turn median area along Bryan Avenue at its intersection with Red Hill Avenue it is necessary to remove the on-street parking on Bryan Avenue near Red Hill .Avenue to proeprly align the west leg with the east leg of the intersection. In order to maintain parking for the park and restripe Bryan Avenue in this area to 4 lanes, a Capital Improvement Project (CIP) was included in the City's 1994-95 F.Y. CIP for the construction of a parallel parking bay along the Bryan Avenue frontage. This proposed parallel parking bay will provide 17 regular parking spaces and two parking spaces which comply with the Americans with Disabilities Act requirements. This project was considered by the Parks and Recreation Commission on April 20, 1995 and the Commission unanimously recommended that the City Council approve the project. In response to the Commission's input relative to the scheduling of construction, the project will be constructed after the peak summer useage period. Complete construction ............................................... 5/15/95 5/25/95 6/01/95 6/15/95 7/03/95 9/11/95 12/14/95 Tim D Serlet Director of Public Works/ City Engineer TDS:DB:klb:pinetrpk All~chm~nt~ Dave Balbas Junior Civil Engineer 1 2 3 4 5 6 7 8 10 11 19. 15 14 15 16 17 18 10 21 23 27 RESOLUTION NO. 95-48 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE PINETREE PARK PARKING BAY IMPROVEMENTS, SOUTHSIDE OF BRYAN AVENUE ADJACENT TO PINETREE PARK BETWEEN UTT DRIVE AND RED HILL AVENUE WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the improvements of Pinetree Park parking bay southside of Bryan Avenue adjacent to Pinetree Park between Utt Drive and Red Hill Avenue; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be and are hereby approved as the plans and specifications for: Pinetree Park Parking Bay. Improvements BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise, as required by law for the receipt of sealed bids or proposals for doing the work specified in the aforesaid plan and specifications; BE IT FURTHER RESOLVED that this project is categorically exempt from the requirements of the California Environmental Quality Act; Class I: Existing Facilities. PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 15th day of May, 1995.
