HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION PROVISION OF TEMPORARY PARKING NEAR TUSTIN RANCH TREE PARK FOR REGIONAL PARK USERS (P.W. FILE NO. 1723) RECOMMENDATION It is recommended that the City Council, at their meeting of May 15, 1995, authorize temporary on-street parking on a portion of Peters Canyon Road and the installation of informational signs directing regional park users to the entrance of Lower Peters Canyon Regional Park and parking area in the City of Orange. FISCAL IMPACT It is estimated that the cost to install temporary parking signs and informational signs for the subject location is approximately $500.00. Funds are currently available in the Public Works/Field Services Division budget (4030 -6625) to accommodate this work. BACKGROUND With the opening of the Lower Peters Canyon Regional Park there has developed a situation where regional park users are utilizing Tustin Ranch neighborhood streets for parking since the East Tustin Specific Plan restricts on-street parking within the public arterial and collector street system. At the April 17, 1995 City Council meeting, Mayor Potts requested that City staff investigate building a temporary parking area during the construction of Tustin Ranch Tree Park. Subsequent discussion followed which included existing parking and temporary parking alternatives. DISCUSSION In an effort to address the parking of regional park users in Tustin Ranch neighborhoods and pursuant to Council discussion on this subject, staff has investigated the provision of temporary parking near Tustin Ranch Tree Park that could relieve parking in adjacent neighborhoods. Based upon review of the area, it has been determined that temporary parking can be accommodated on a portion of Peters Canyon Road (exhibit attached). Due to the proximity of Peters Canyon Road to the regional park, this would provide parking fairly close to the access to the Regional Park facilities. Implementation of this proposal would involve the installation of temporary parking signs along a portion of Peters Canyon Road near its westerly cul-de-sac with parking allowed between the hours of 7:00 a.m. and 9:00 p.m. Information signs would also be installed on Peters Canyon Road that would indicate to the public that the main entrance to Peters Canyon Regional Park and its parking area are located within the City of Orange. The temporary parking along a portion of Peters Canyon Road would remain until such time that parking facilities for the Tustin Ranch Tree Park and the currently planned school in the area are constructed and then, on-street parking restrictions would be restored. Upon Council direction, staff will install temporary parking on a portion of Peters Canyon Road. Staff will' monitor this area and if necessary, expand the temporary parking zone to meet the demands.
