APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS FOR PHASE IV REGIONAL TRAILS, ASSESSMENT
DISTRICT 86-2 (PROJECT NO. 700085)
REcoMMENDATION
It is recommended, that the Tustin City Council, at their meeting of May 15, 1995, adopt the attached
Resolution No. 95-51 approving the plans and specifications for Phase IV Regional Trails, Assessment
District 86-2 (Project No. 700085) and authorizing and directing the City Clerk to advertise for bids.
FISCAL IMPACT
No impacts to the City of Tustin General Fund. All costs will be funded through the City of Tustin
Assessment District No. 86-2 Capital Improvement Project No. 700085 budget. The Engineer's
estimate for this project is $507,000.00.
BACKGROUND
In July 1988, the City of Tustin formalized Assessment District No. 86-2 (AD 86-2), which provided
funding for the public infrastructure improvements within a portion of the Tustin~Ranch Development.
One of the AD 86-2 projects was the construction of Regional Bicycle-and Equestrian Trails.
This project will provide for the construction of Regional Bicycle and Equestrian Trails, Irrigation and
Landscaping from the intersection of Tustin Ranch Road and Portola Parkway to the Peters Canyon
Road cul-de-sac as shown on the attached location map.

With the completion of this phase there are still two portions within Tustin yet to be implemented. The
first being the portion under the Jamboree Road bridge south of Champion Way which is proposed to
be constructed by the Irvine Company as part of the Lower Peters Canyon Specific Plan Development.
The second remaining portion extends from the Peters Canyon Road cul-de-sac northerly into the
Regional Park and construction of this portion will be conditioned to adjacent development.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR PHASE
IV REGIONAL TRAILS ASSESSMENT DISTRICT 86-2 (PROJECT NO.
700085)
WHEREAS, it is the intention of the City Council of the City of Tustin,
California to contract construction of regional tiding and hiking trails; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work:
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer be and are hereby approved as the plans and
specifications for:
Phase~ IV Regional Trails
Assessment District 86-2
(Project 700085)
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for the
doing of the work specified in the aforesaid plans and specifications:
BE IT FURTHER RESOLVED that this project is categOtically exempt from the
requirements of the California Environmental Quality Act: Class 4' minor alterations to
land, creation of bicycle lanes on existing tights-of-way
PASSED AND ADOPTED at a' regular meeting of the City Council of the City
of Tustin held on the 15th day-of May 1995.
