TRAFFIC SIGNAL MODIFICATION AT IRVINE BOULEVARD/PROSPECT
AVENUE (CIP NO. 800052)
RECOMBYENDATION
It is recommended that the City Council, at their meeting of May 1, 1995, defer implementation of the
subject project to a future fiscal year and direct staff to monitor the location and return the project for
Council consideration when traffic conditions indicate that modification of the subject traffic signal is
appropriate.
FISCAL IMPACT
With the deferral of this project, unallocated funds in the approXimate amount of $89,600.00 would be
available for funding of other projects.
BACKGROUND
A project to modify the existing traffic, signal at the Irvine Boulevard/Prospect Avenue intersection is
currently budgeted in the City's FY 94-95 Capital Improvement Program (CIP). The project would
provide for left-turn phasing in the north-south (Prospect Avenue) direction. As part of the CIP project,
the Engineering Division has prepared a traffic study which identified and analyzed existing conditions
and evaluated the need for and impacts of the installation of the proposed left-turn phasing.
DISCUSSION
The traffic study was completed in April 1995 and identified that existing traffic conditions do not meet
the minimum criteria for the installation of left-turn phasing in the north-south direction at this time.
The study also indicated that with the installation of north-south left-turn phasing there would be a
dramatic increase in delay for the east-west (Irvine Boulevard) traffic.
Furthermore, the study identified that intersection efficiency could be enhanced by restriping the
westbound exclusive right-turn lane on Irvine Boulevard to an additional third westbound through lane.
This would increase delay slightly for westbound fight-turning traffic, however it would significantly
reduce delay for all other vehicles. Restriping of this lane would also allow for retiming of the 'traffic
signal to provide more green time for north-south traffic and provide more opportunities for vehicles
to complete the subject left-turn through opposing traffic gaps.
CONCLUSION
Based upon the results of the traffic study, the Public Works Department has concluded that
implementation of this project should be deferred to a future fiscal year.
Engineering staff will continue to monitor traffic conditions at this location and will present the project
for Council consideration at a future City Council meeting when traffic conditions indicate the
appropriateness of installing the subject' left-turn phasing.
